Good that you raised this issue again. CONGO sent out information on 19.03
and 21.05 respectively, as seen once more below. I also resend the letter of
invitation from Mr. Utsumi for PrepCom3 and for Tunis side events.

Dear all,

 

I would just like to remind you:

 

*	contributions from all stakeholders to Chapters One and Four of the
operational part of the WSIS-Tunis documents on follow-up/ implementation
and the way forward should be received by the Executive Secretariat by 31
May 2005 www.itu.int/wsis/gfc/index 
*	there will be an informal consultation for all stakeholders on
implementation mechanisms on 13 June prior to the next meeting of the
Working Group on Internet Governance (WGIG) 

 

Regarding speakers for Tunis, I received a letter with guidelines from Mr.
Utsumi for attn of CSB in which he referred to the self-selecting process
already mentioned in Doc WSIS-II/PC-2/DOC/4-E. I therefore ask all caucuses,
WGs and other structures to start thinking about the process. The CSB has
been asked to propose names not later than 10 October.

laquelle il fait référence au processus d’auto-sélection déjà mentionné dans
le document WSIS-II/PC-2/DOC/4-E. Par conséquent, je demande à tous les
caucus, groupes de travail et autres structures de commencer à réfléchir sur
ce processus. On a demandé au Bureau de la Société Civile de fournir les
noms au plus tard le 10 Octobre.

Dear all, 

 

Further to the ongoing discussion on Format for Tunis, speakers and other
preparations, here is some new information to be shared.

I was called yesterday to a short meeting with the WSIS Executive
Secretariat to define further modalities for Speakers and I refer to the
adopted PrepCom II document Note by the Executive Secretariat, Annex 1: Time
Management contained in Doc.WSIS-II/PC-2/DOC/4-E 25 February 2005.

 

1.Speakers

 

I was told that due to enormous pressures from the International
Organizations, in particular from the UN Agencies who all want to speak,
some of the time given to observers will need to take their request into
consideration. However, equal time will be given to CS and PS.

As it looks now, CS will have the following slots

*         1 speaker at the Opening Session, (there was no acceptance of
slicing this slot)

*         1 speaker at the First Plenary

*         1 (or 2) speakers at Second Plenary (depending on the number of
Heads of State)

*         1 (or 2) speakers at Third Plenary  (depending on the number of
Heads of State)

*         2 speakers at all following observer slots

 

This means 12 CS speakers for sure and alternates should be ready. 

In addition, CS will be invited to participate in the parallel Round Tables
(with only 20 participants as 30 compared to Geneva) which will be held in
parallel and consecutively and in the three interactive High-Level Panels,
to be held probably during lunch-time (with 5 panalists). The process of
identification of CS speakers should ideally be finalized by the end of
PrepCom III

 

The good news is that after the discussion the WSIS ES affirmed that CS
decides through its own mechanisms who will speak (in coordination with the
Secretary- General of the Summit –Mr. Utsumi, who is now known to accept
decisions by CS)

CS speakers will be called by name and accredited entity and then identified
through their self-organizing mechanism (Caucus, WG or other)

It was nevertheless pointed out that the President of the Summit or his
Representative, chairing the Summit, could just not call on a particular
speaker if he so decides (!)

 

2.Overpasses

 

Because of some limited capacity – the Plenary contains some 2500 seats –
overpasses will be given to participants

*	1200 to governments 
*	  300 to IGOs 
*	  400 to PS 
*	  600 to CS 

 

The CSB will be asked to work out a scheme for best possible participation.
CS overpasses will be non- nominative

 

3. Security 

 

Badges will be issued in the same format as in Geneva, (I asked for a very
short detection distance and pointed to the existing expertise within CS in
this field. I also requested that the ES should insist that the Host Country
agreement with the UN, particularly the section on Immunity should be soon
an accessible document)

 

4. Venue

 

Venue will be as in Geneva all under one roof. However space other than
Plenary and specific areas for the ITU and other Offices will be open
spaces, meaning that probably the noise level in rooms for parallel events
will also be the same. The adjacent exhibition area will be open to general
public, not needing official badges. This area will be under Tunisian
authority.

 

More information will be sent out soon by the WSIS ES.

Dear Sir/Madam,

 

I am pleased to invite your organization/entity to the third meeting of the
Preparatory Committee of the Tunis Phase of the World Summit on the
Information Society (WSIS PrepCom-3), to be held in Geneva, Palais des
Nations, from 19-30 September 2005.

 

PrepCom-3 will be a critical step in the preparatory process for the Tunis
Summit, which will take place in Tunis from 16-18 November 2005. PrepCom-3
will consist of two full weeks of negotiations on all issues related to the
output of the Tunis Summit. This meeting will have to forge consensus on the
final document(s), which is/are to be adopted by Heads of States and
Governments at the Tunis Summit.

 

I should like to take this opportunity to encourage your organization/entity
to attend PrepCom-3 and to contribute to ongoing negotiations on the issues
of the Information Society.

Information regarding the final output document(s)

 

a) Regarding chapter 2 of the Operational Part and the Political Chapeau:

 

Following the Decision of PrepCom-2, the current text of chapter two of the
Operational Part (Financing Mechanisms), as it stands at the conclusion of
PrepCom-2, will be forwarded directly to PrepCom-3. The same procedure will
apply to the text of the Political Chapeau, which will be forwarded to
PrepCom-3 as it stands at the conclusion of PrepCom–2, together with a
compilation document containing those written comments and proposals which
were made during PrepCom-2 (Document DT/4(Rev.1)).

 

b) Regarding chapter 1 and 4 of the Operational Part:

 

PrepCom-2 decided that a Group of Friends of the Chair (GFC) will continue
to draft proposals for chapters one (Implementation Mechanisms) and four
(The Way Ahead) of the Operational Part. These new proposals will be in
addition to the written comments and proposals presented during the first
reading on 21 February 2005, contained in the compilation documents on
chapter one (DT/2(Rev.2)) and chapter four (DT/5) respectively. The
above-mentioned documents will be forwarded to PrepCom-3, where a decision
on use of the new proposals will be taken. PrepCom-2 decided that
stakeholders should continue making contributions to chapters one and four,
and drafting proposals for chapter one and four should be sent to
wsis-contributions at itu.int  by 31 May 2005 

 

c) Regarding chapter 3 of the Operational Part:

 

The report of the Working Group on Internet Governance (WGIG) will be
presented in mid-July 2005 (most probably on July 18). PrepCom-2 decided
that all governments and other stakeholders should submit written comments
and proposals for chapter three (Internet Governance) by 15 August 2005.
Comments and drafting proposals should be sent to wsis-contributions at itu.int
. Thereafter, a compilation of these written contributions will be forwarded
to PrepCom-3, together with the report of the WGIG.

As for PrepCom-2 of the Tunis phase, registration will be by electronic
means and the username and password, provided to the focal point of your
organization/entity for participation in PrepCom-2, will also be valid for

Invitation to organize Parallel Events at the Tunis Summit of WSIS, 16-18

Dear Sir/Madam

 

It is my pleasure to invite your organization/entity to organize parallel
events during the Tunis phase of the World Summit on the Information Society
(WSIS). The International Telecommunication Union (ITU) and the host
country, Tunisia, have agreed to provide premises to hold a number of
parallel events, alongside the Summit and in the same premises.  These
parallel events include meetings, panels, discussions and workshops etc., an
exhibition and events of global nature relevant to the Summit theme.

 

The above Parallel Events in the Kram Centre can be organized by all
accredited WSIS-stakeholders, between 14 and 19 November 2005. Limitations
may apply due to availability of space. More information about the
organization parallel events is contained in the "Guidelines for Organizers
of Parallel events during the second phase of WSIS", jointly established by
the host country Tunisia and the International Telecommunication Union
(ITU). The document is available on the website of the host country

that the deadline for submissions of requests for the organisation of events
is 30 April 2005. Requests for rooms for meetings, discussions and workshops
etc. should be submitted using the form indicated in the guidelines
