Well, not that bad. We did a good job, but the governments sqrewed up on 
the Political Chapeau. But I take it as just an example. ;-)

Since when do we have an official "secretariat"? This was also new to me 
when I read the press release. As far as I understand, CONGO / ICV have 
some liaison functions as they are in Geneva, but that's all. And NGLS is 
still a part of the official UN system, as much as I like the work they do.
Be careful of self-mandating groups who pretend to speak for a larger body 
- that's what I've learnt in the process.

So: Maybe it should have just gone out as a press release of CONGO, ICV 
and maybe (if they are allowed to) UN-NGLS.
