Dear Madam/Sir,

First of all, I would like to thank you for your 
invaluable work and personal commitment to the 
goals of WSIS at the second meeting of the 
Preparatory Committee (PrepCom-2) held in Geneva 
last February.

Referring to the invitation letter of Mr. Yoshio 
Utsumi, Secretary General of ITU, sent out on 8 
April 2005, and in order to prepare the third 
meeting of the Preparatory Meeting (PrepCom-3) in 
an efficient way, I invite you to submit new 
proposals for Chapter one (Implementation 
Mechanisms) and Chapter four (The Way Ahead) of 
the Operational Part of the Final Document(s) of 
the Tunis phase of WSIS.

In accordance with the Decision of PrepCom-2, the 
Group of Friends of the Chair (GFC) will 
brainstorm upon new ideas regarding 
implementation and follow up and will draft a 
proposal, to be submitted to PrepCom-3 for 
further consideration. This new proposal of the 
GFC will be submitted to the PrepCom-3 in 
addition to the written comments and proposals 
presented during the first reading on 21 February 
2005, contained in the compilation documents on 
Chapter one (DT-2 rev.2) and four (DT-5) 
respectively. The new proposal of the GFC and the 
outcome of the first reading of Chapters one and 
four will be examined during PrepCom-3 together.

The work of the GFC will therefore depend, in a 
substantive way, on your written contributions 
and reflections you may wish to send to the WSIS 
Executive Secretariat (wsis-contributions at itu.int 
) before the 31 May 2005.

Permettez-moi tout d'abord de vous remercier pour 
votre travail inestimable et pour l'engagement 
personnel dont vous avez fait preuve en faveur 
des objectifs du SMSI lors de la deuxième réunion 
du Comité de préparation (PrepCom-2), qui s'est 
tenue à Genève en février.

Comme suite à la lettre d'invitation envoyée le 8 
avril 2005 par M. Yoshio Utsumi, Secrétaire 
général de l'UIT, et afin de préparer 
efficacement la troisième réunion du Comité de 
préparation (PrepCom-3), j'ai l'honneur de vous 
inviter à soumettre de nouvelles propositions 
pour les Chapitres un (Mécanismes de mise en 
oeuvre) et quatre (La suite) de la Partie 
opérationnelle du ou des documents finals de la 
phase de Tunis du SMSI.

Conformément à la décision du PrepCom-2, le 
Groupe d'amis du Président (GAP) va réfléchir à 
de nouvelles idées concernant la mise en oeuvre 
et le suivi, et rédigera une proposition qui sera 
soumise au PrepCom-3. Cette proposition 
s'ajoutera aux observations et propositions 
écrites présentées en première lecture le 21 
février 2005, et reprises dans les documents de 
compilation relatifs au Chapitre un (DT/2(Rév.2)) 
et au Chapitre quatre (DT/5). La nouvelle 
proposition du GAP et les résultats de la 
première lecture des Chapitres un et quatre 
seront examinés conjointement lors du PrepCom-3.

Par conséquent, le travail du GAP sera très 
largement tributaire des contributions et des 
réflexions que vous voudrez bien adresser, par 
écrit, au Secrétariat exécutif du SMSI (à 
l'adresse wsis-contributions at itu.int) d'ici au 31 
mai 2005.
