** High Priority **

Hey Sean,

I'd appreciate whatever you may be able to do about an overpass for Tunis that I wrote you on earlier..

On another matter, I am finishing my paper for a side event in Tunis and it organizes much that we have been through the past 15-20 years. At times I find it is comparable to writing a diary. Anyway, I will share a copy when it is completed. I'm glad to get back to this since administrative duties pulled me astray in the years after I left Hawaii. This has been a good opportunity, then, to get back to something important.

I once again appreciate your sharing manuscripts you have written over the past several years. I particularly enjoy the way your Gazette piece subtly mentions the WPFC activities and misinterpretations. I fear I am not as kind. In one WPFC news release, I had to laugh at the way names were dropped:

"Representing CRIS in Geneva were veteran NWICO advocates including Dutch communications theorist Cees Hamelink, former Tunisian Information Minister Mustapha Masmoudi and Wolfgang Kleinwaechter, formerly of Karl Marx University in Leipzig, East Germany."

and

"A founding CRIS leader is Kaarle Nordenstreng, former president of the defunct Soviet-backed International Organization of Journalists (IOJ)."

They just had to add the old Karl Marx name for effect! I also believe the IOJ was a bit broader than being backed by the Soviets.

What I find very interesting is that in the following list:

Press freedom groups were represented by: Hector Oscar Amengual, Andres Garcia Lavin, Elias Antonio Saca, Eladio Larez and Alfonso Ruiz de Assin, International Association Broadcasting; Andres Garcia Gamboa, Inter American Press Association; Diana Lady Dougan and Ronald Koven, WPFC; Alain Modoux, International Press.

Diana Lady Dougan of WPFC is the person who was U.S. Coordinator and Director of the State Department's Bureau of International Communications and Information Policy during the 1985 Space WARC conference in Geneva. Too bad the WPFC histories are not outlined as rigorously as their opposition . I guess they learned the tricks of bilateralism from Washington.

Then there is Ronald Koven. What a guy! I just continue to be amazed at how he continues to ignore facts and rewrite history.

The final irony is that they still keep dragging Masmoudi's name into it, yet he hasn't really been involved in some time. Guess American journalists don't require contemporary research when writing stories!

Oh well. I'll see you in Tunis. Perhaps you will have some time and we can get together? It's been a while Know where you are staying? If you need it, I am at the Corinthia Khamsa Hotel - Les Côtes De Carthage - Gammarth - (216) 71 911 100 Fax (216) 71 910 041.

Warmest regards,

Rick
