[WSIS CS-Plenary] CSB meeting / over passes

Dear CSB Members

There is a need to have a meeting. The agenda for the meeting has been
circulated. It is:

1.    Speakers at CS slots at PrepCom-3 (we have already missed a speaking
slot)
2.    Self organisation for CS observers at PrepCom-3, overpasses (the
on-line process is not running to schedule and this needs urgent
discussion)
3.    CS Space issues / Connectivity
4.    Media/Press Conference(s)
5.    Interpretation
6.    Host Country Agreement and immunity issues

There are people on the CSB making it clear that they cannot be available
while PrepCom 3 is in progress. This is very reasonable, but please
nominate an alternative.

We would all like to be in the Plenary at all times but aside from the
limitations on space, we also have responsibilities as members of the CSB.
It is necessary to meet. Caucus's can be represented by alternates if the
usual person is not available or willing to leave the Plenary room.

As announced there is a 3pm meeting which is in progress. There are 8 CSB
members here going through the aganda items for discussion purposes. There
will be another meeting at 1 pm Monday 14th in the civil society area.
Some people will want to leave at 2pm for the resumed PrepCom meeting,
others will stay on. Those who cannot stay need to accept that those who
stay will take decisions and deal with the above well publicised agenda.

On overpasses:

The CSB has two overpasses prcedures. These have been described a number
of times on the plenary list. One was coordinated by CS focal points for
their own groups, if they chose this course. The other was established by
Robert Guerra and is an on-line procedure. The focal points for CSB
groupings were to have been informed last Friday as to who had registered
with Robert's site. This information has not been sent out and there is
some resulting confusion in this regard.

The CSB asks that Robert please update all of us on the on-line procedure.
Those grouping with an independent procedure, proceed. The passes are
likely to be available Tuesday 15th in the afternoon, but Philippe Dam
will be the one to confirm this.
