  Chers tous,
   
  Je viens de prendre connaissance du texte relatif au projet de déclaration soumis par K. Banks et que la société civile envisage d’émettre. Si je souscris a la majeure partie de ce document, il me semble nécessaire d’attirer votre attention sur le paragraphe propose par Wolf Ludwig qui est en nette violation de l’article 57 et qui, de mon point de vue, nécessite certaines clarifications voire des rectifications.
   
  Aussi, serait-il opportun de rappeler les principes dégagés lors de la première phase du Sommet, principes qui ont permis a la société civile de mener ses travaux dans un esprit Solidaire, Consensuel et Unitaire. Il serait donc tout indiqué de reformuler, voire d’éviter ce paragraphe. 
   
  D'autres points, notamment, ceux  concernant la Gouvernance Internet et la diversité culturelle mériteraient  d être revus. Cependant, la contrainte temps ne me permet pas de m’y attarder. Je me contente, donc, d’insister sur la révision du paragraphe  indique ci-dessus, et ce, dans le but de privilégier et de préserver la démarche consensuelle au sein de la société civile internationale.

  I have taken cognizance of the draft declaration reproduced by the civil society and submitted by K. Banks. Although I subscribe to the major part of this text, I am, nonetheless, convinced that the paragraph proposed by Wolf Ludwig is in stark violation of Article 57 which needs to be further clarified or even amended.
   
  It would be , therefore, appropriate to remind of the principles adopted during at the first phase of the Summit and which have allowed the Civil Society to carry out it work in a spirit of Solidarity, Consensus and Unity. As a result, we highly recommend to reformulate or sidestep this paragraph altogether.
   
  Other items, related to Inernet Governance and cultural diversity, are equally worth analyzing. Yet, and for time constraints, I am unable to tackle them any further. Thus, and in order to enhance ad better safeguard the consensus strategy followed within the international civil society, I would reiterate my proposal to review the paragraph referred to above.
