[WSIS CS-Plenary] CS WSIS statement - feedback needed by 22:00 through caucuses

I'm sure everyone feels the same way about the time, language and 
other constraints..

it is a shame CS didn't think about working on a statement during prepcom III

so, i suppose our options are to do the best we can, or, to have no 
CS statement.. i hope we can manage the former..
