Dear Robert and Francis
This is a fundamental argument which you two correctly point out. And the divergence of your opinion raises the recurrent issue of a lack of open debate within the CS plenary and decisions taken accordingly.
I think that Francis may be right in proposing CSB to be CS representatice constituency in a future multistakeholder body in charge of the WSIS follow-up. Despite there are criticisms about the functioning of the Bureau and the actual representation of the different CS groups in it. These are precisely matters and issues to be raised and solved in Plenary debates, and perhaps could another body emerge from these discussions, depending on the decision of the majority of CS organizations. 
Furthermore I subscribe to Francis' analysis of the WSIS' second phase and the paucity of its outcomes. This almost failure of the Tunis Summit should be thorouhghly analysed and the reasons identified as far as the CS is concerned. One of these reasons appear to be the weakness of the CS positions and propoals at that final stage due to a waisted PrepCom-3.
I hope, CS won't demobilize its "troops" on the Tunis eve, but in contrary, maintain the activity through the mailing lists, Plenary and others such as Regional Caucuses (best placed for being convened in regional meetings) and specialized groups.
I thank all of you who contributed to the active and activist presence of the CS at Tunis (a special mention to all of you committed in the CSIS) who tried your best to contribute for the sake of an inclusive IS and to catch up in the bridging of the so-called digital divide.
