No all the cards. There is no paper from China on the table. Everybody expected US vs. China, but now it is US vs. EU. If you read the Chinese statement from week 1 very carefully, you will discover, that China is now probably in a position to propose a "middle of the road" for the forum/oversight function. Perfect diplomacy with a lot of patience from Bejing so far. :-((.
