> The Headquarters Agreement regarding the organization of the second phase of the World Summit on the Information Society (WSIS) was signed in Geneva on September 23, 2005 between Tunisia and the International Telecommunication Union (ITU).

> The Agreement determines the legal aspects relating to all stages of the Summit and specifies the responsibilities of both parties in regard to the preparations undertaken to make a success of this world gathering. The Agreement was signed by Mr. Hatem Ben Salem, State Secretary to the Foreign Minister, in charge of European Affairs, and Mr. Yoshio Utsumi, Secretary-General of ITU.
> On that occasion, Mr. Hatem Ben Salem emphasized the importance of the Summit which Tunisia will have the honor to host, fully aware as it is of the heavy challenges involved and the need to support the efforts made by developing countries to build the information society as the only tool enabling them to benefit from the uses of information technologies for peoples' development.
> He further stressed that Tunisia, thanks to President Ben Ali's drive and constant follow-up, and through putting its material capacities and human resources at the disposal of the participants, will spare no effort to create all necessary conditions for the building of a balanced and united information society, based on solidarity, cooperation and partnership, and capable of fulfilling the aspirations of peoples and future generations. For his part, Mr. Yoshio Utsumi highlighted the all-out efforts made by Tunisia, a country of great civilization, to create optimal conditions for the success of the Summit which constitutes an exceptional U.N. event.
> The ITU Secretary-General declared himself convinced that the Tunis phase of the Summit will be the phase of solutions
