Please find below a short summary of the meeting we had on Monday with the
WSIS ES.

Meeting with the WSIS ES

24 October 2005

Overpasses for Resumed PrepCom-3 - The venue of the resumed prepcom-3 is now
decided: it will be in a hotel in Tunis North, close to the KRAM Centre (I
will send you the exact name of the Hotel tomorrow, because there was some
sort of confusion on it today). One more time, even though the decision is
not taken yet and if Charles Geiger was quite reticent to the introduction
of overpasses, it seemed to us highly probably that overpasses would be
established for the Plenary and Sub-Committees A & B of the resumed
PrepCom-3 in Tunis.

Host Country Agreement

Charles Geiger ensured that the Host Country Agreement would probably be
published on the ITU website on the next few days (at least article 1 to 6,
applicable to all participants, and the table of contents). In addition,
each government could see the entire upon request.

As this stage, note that you can find a www.itu.int/wsis/tunis/info.html a
FAQs regarding privileges and immunities for participants: the document is
only in French today but will be translated in the up-coming hours.

Documents policy

We commented the text and get some additional clarification that this is in
line with regular practice in UN summit, and that the ITU would follow the
same practice.

We were advised to send pouched documents to the address indicated on the
documents policy guidelines:

"Livraison Documentation"
PalExpo Kram
SMSI 2005
Porte No. 3
Kram, Tunisie

However the main difficulty remains how to send document pouches in Tunis
and be sure that it would arrive at the Kram Centre in due time and without
any custom problem. Tunisian customs and post services were requested not to
block or delay the importation of documentation for the Summit, but we
requested more information of the best procedure to send documents in Tunis.
Some possibilities are still under considerations, and the WSIS ES proposed
to come back by the end of this week with additional information, through
its team currently visiting Tunisia for logistical issues.

We will come back to you as soon as we have additional and more precise
information in this regard.

Best regards,

Philippe
