I come by present you to hold informed that I have a problem of displacement to attend sitted WSIS. For that, I draw your attention so that put to me in liaison with various sponsors to obtain a purse for the travel.

Thanks for all of the efforts on the fellowships, just one point as I saw the hotel Etap rooms reserved by ITU, I should say this is not a UN standard hotel and  I propose to inform ITU that the hotel should be changed or the full UN perdiem should be paid to the fellowship receivers , enabling them to choose their own lodging. Even in the current case, the fellows should pay for their breakfast which is also not acceptable and it should be a part of room charges. I think is good to have fellowships, but also we should consider the standards and dignity of the civil society members. I thank the ITU for arranging the fellowships, but this should also be according to UN travel and lodging standards. This is a minor problem,but is a matter of principle.

This is just a few information before the opening of WSIS PrepCom-3 and the CS Orientation Session we organise tomorrow. You will find enclosed a short practical kit to get prepared for PrepCom-3 (Contact information, access to the UN, badging, and civil society). In addition there is a map of the UN and ITU, including the location of the ITU Building Tower.

 

 

 

We also wanted to inform the Plenary and to clarify the modalities for the attribution of the ITU Fellowships for Civil Society for PrepCom-3. The WSIS Executive Secretariat was informed very late of the final available funding for CS fellowships. Further to a meeting with the WSIS (24 August), we were provided with a short list of applicants, including all valid requests in accordance with the ITU principles, for consideration to the Civil Society Bureau. 

 

A consultation was held among the CS Members which recommended 10 names among the short-listed applicants, taking into account the need of geographical representation, gender balance. Selected applicants were candidates from the LDCs, or members of Civil Society Structures who were very much involved in the previous stages of the WSIS process from developing countries. 

 

The CS Bureau submitted its recommendation as follows:

The WSIS ES accepted this recommendation on 5 September, but only amended the recommended list so that it matches with the ITU conditions (the ITU could not give 2 fellowships to participants from the same country):

At the very last moment, we were informed by the WSIS ES that two additional fellowships would be attributed, but due to the very short time before PerepCom-3, it was practically not possible to consult the CS Bureau, so that the decision on those two last fellowships was taken by the WSIS alone.
