[WSIS CS-Plenary] Working methods of the Working Group on Follow-up (Group B)

Dear all,
 Elizabeth Carll has rightly pointed to the need to have precise deadlines
for comments on the various drafts.
 I take this opportunity to provide additional information on the working
methods of the Working Group on follow-up (aka Group B), at least for the
duration of this PrepCom.
 *Daily timing of activities*
 Sub Committee B meets everyday at 3 pm under the Chairmanship of Lindall
Shope-Mafole (south Africa) in room XX.
 Every day, the schedule for Group B is as follows :
 9 - 10 pm : participation in the morning Plenary to report on plans for the
day
10 - 11.30 : meeting of Group B in Room E 1008/10 to review drafts, prepare
afternoon interventions and discuss general substantive issues
3 - 6 pm : in Room XX, monitoring of sub-committee B and public
interventions (speaking time is 15minutes per 6 hours)
6 - 7 pm : reporting in evening Plenary (Content and Themes) on what
happened during the afternoon
7 - 8 pm : evening session of Group B (usually in Room XXIII) to draw
lessons from the afternoon session and decide on next actions : themes of
interventions, speakers, lobbying actions
8 - ....... : as needed, preparation of drafts by a smaller team along the
lines commonly agreed
 *Deadlines for comments*
 The pace in PrepCom3 is very rapid in Sub-Committee B. This means usually
the following sequence for the preparation of statements :
- outlining of the general structure of the statement during the evening
session of Group B (7-8 pm Geneva time)
- drafting a first version of statements during the evening (or the night)
by a smaller group
- first version of draft is circulated during the night (genva time) on the
Working Group B list (registration at :
http://mailman.greennet.org.uk/mailman/listinfo/followup) as soon as it is
finished
- first version is usually announced (and distributed if short) in the
morning plenary (9 am Geneva time), then reviewed during the morning meeting
of Group B (10-11.30 in Room E. 1008/10).
- second version incorporating comments is usually finalized around 12 or 1
pm (Geneva time) and presented during the afternoon.
 Last deadline for comments is therefore unfortunately around 10 am (Geneva
time) for online submissions and 11 am for people present in Geneva.
 These deadlines are very constraining. I therefore encourage all caucuses
to send at least one connector to attend the different meetings of the Group
B and help quickly review on site the different drafts.
