[WSIS CS-Plenary] Language proposal for implementation

thanks francis for this information.

I am a bit puzzled by your actions, as it is normally the case that  
most caucuses try to first consult and then develop a consensus  
before they submit and propose specific language to contribute and/or  
speaking slots.

Do I take from your actions that you prefer to submit directly, and  
as such prefer to work alone at this prepcom ?
