There is an interesting formulation in the Tunis Agenda that could be 
leveraged in this direction:

73. (...) the proposed IGF could (...)
b) Have a lightweight and decentralised structure (...)"

If you apply this to the IFG meetings themselves, you can end up where 
Milton is pointing.
