The reference to the WSIS practices is now included in the European proposal
for OP 10 a) (CS accreditation), which I attach here. This might be the
basis for the negotiation regarding OP 10.

Actually, G77 announced their intention to include the language deleted from
OP 4c) and OP 8 in a new alinea in OP 10.

Reading the current version, it is an extreme disapointment and in OP4 
c, ZA/G77 has requested to delete any
reference to the WSIS practices, only ECOSOC practises.
The ZA/G77 wants really to destroy all the procedural gains of CS during 
WSIS.
He has missed an episode of the story, but he does not want to take into 
account of it.

He seems to be a specialist of development
and finance, however this interest is not echoed at all
in the way he handles actually the negotiations.
He never qouted the Digital Solidarity Fund as I called for,
and any financial mechanism to bridge the digital divide.
Western diplomats thinks it an blatant omission, but it is not
up to them to bring this issue.

The date on the document given by Kambalov is still 18 july, but I 
assumes it is the 19 July.

Now, I believe that we cannot stay, witnessing our own procedural death, 
without
moving. The CSB should consider to write a strong note to the Head of the
South Africa diplomacy in charge of WSIS : Lyndall SHOPE-MAFOLE
wondering about the position of ZA towards the participation of CS.

Concerning EU, most of the diplomats except a few ( Danemark, but 
sporadic presence )
were not involved in the WSIS. Same thing for US.
The WSIS is an UFO for them...
Too bad that Ambassador Numinen of Finland is not in charge
of Finland for the EU.
The story would be totally different.

The representatives of Brazil and el Salvador, WSIS vets,
were absent the last sessions ( they were sad, possibly because they 
felt it was
hopeless with G77 ).

Lisant la derniere version, c'est avec une extrème tristesse que l'on voit
que ZA/G77 a demande de detruire dans OP4 c, toutes références aux
pratiques du SMSI,
Ce diplomate a loupé l'épisode du SMSI, mais rien à faire, il continue à
plein dans les règles ECOSOC, voulant éffacer tous les acquis procéduraux
de la SC pendant le SMSI.

Il semble un spécialiste de la finance et du developpement,
ce souci en transpire pas du tout dans la manière dont
il approche la négotiation, il ne mentionne même
pas le Fonds de Solidarité Numérique, comme je l'ai suggéré.
Les diplomates occidentaux pensent tous que c'est une omission majeure
mais ce n'est pas à eux de le dire.

Maintenant, on ne pas rester comme celà inactif devant notre
enterrement procédural; Le BSC doit considerer
d'écrire une note ferme à la chef de la diplomatie
ZA pour le SMSI : Lyndall SHOPE-MAFOLE
s'étonnant de la position ZA vis à vis de la participation de la SC.
