  I had earlier on suggested that the implementation and follow-up caucus lend a hand in this.  In as much as we would encourage the gender-youth issue, it is noteworthy that selections will be made on individual basis.
   
  This, so far, implies that the global CS/families/caucuses should should go for competence before representations.
   
  Earlier mails, sadly, are still laying emphasis on physical presence at Kuala Lumpur instead of meaningful participation.  The fundamental here is that the council will work more virtually.  This principle of active engagement and meaningful contribution, I think, should be valued over ''being there''.

Thank you for providing information and keeping 
on top of all these developments.

Earlier you mentioned perhaps launching some 
nomination process to help select civil society 
members of the Strategy Council, and how Avri 
recently set-up a process for the Internet 
governance advisory group that might be a model. 
Have you had any more thoughts on how to begin a 
nomination process?

Mr Khan seems keen to ensure that members from 
gender and youth groups are selected. If --for 
example-- we decide that 12 of the 50 member 
Strategy Council should be from Civil Society, 
then 3 or 4 of those 12 might be put aside for 
the gender and youth caucuses to select 
themselves, with 9 or 8 selected from the broader 
civil society and a nomination committee process.
