[WSIS CS-Plenary] Update IGF now Hyderabad (Fwd: [igf_members] Dates and venue for the IGF meeting 2008)

The location and date of the 2008 IGF have changed.
The dates arranged for New Delhi clashed with the
Muslim and Druze religious festival Eid al-Adha.
So a new location, Hyderabad, and couple of days
earlier than was planned for New Delhi.
