[WSIS CS-Plenary] Digital Solidarity Fund in risk of disappearing: action required

recall that unfortunately, i have always been against this DSF
initiative, from its institution as the main result of the WSIS.
If
there will be useful to set up an relevant and independent evaluation of this
initiative (as a losing time process), please inform, i should be
