[WSIS CS-Plenary] this list is in trouble...

The list is still moderated (when Karen or I can get to it.) No one 
can subscribe without moderator approval. There have been very (very) 
few new subscriptions in the past year or so.

If spam is getting through I suspect the individual's account has 
been hacked in some way.
