[Pal-dc] DC Public Access: zoom call for IGF 2018 and more

In many developing nations, personalised access to knowledge sources is a
long way to go for a good percentage of citizens lack the ability to access
and assimilate information for their daily living. This includes a good
number of artisans, mini- and micro-entrepreneurs and women who depend
largely on local information for their business needs.  Public libraries
and public access initiatives do offer a big solace to them, provided the
animators and the intermediaries are able to be the interlocutors.

This requires on one hand advocacy among the decision-takers to strengthen
these systems but also enabling partnerships with actors who add value to
these systems.  I believe, discussions around the topic in IG adds a lot of
meaning for a good number of government officials are present in these
fora.  In India, we have recently launched two specific initiatives: a) The
Indian Public Library Movement; and, b) Reading Mission 2022.  Both these
initiatives work towards using public libraries and other public access
initiatives as means to promote learning, literacy and reading among
communities, pertaining to their immediate socio-economic needs.
