[Pal-dc] DC Public Access: zoom call for IGF 2018 and more

We could do an integration with Community Networks represented by DC3 at
the IGF, and Community Networks SIG within ISOC at the global level
(these is a CNs' only organization).

We want to get into helping librarians advocating for public access in
their regions through Community Networks.

This will be easen also by the inminent arrival of the LibreRouter, a
device for geek-free Mesh Community Networks:
