Surveillance Society Status Survey is "work in progress" and 
your responses to this survey will be appreciated. If you have
further suggestion or proposal, please feel free to share it. The
collected responses will be used for "Surveillance Society Status
Report" session on July 16th.

Background 
------------- 

Surveillance Status Survey as of July 12, 2003 is composed of 
three parts; the first part is prepared to gauge the level of Civil 
Society's understanding about surveillance society in general and 

the second part is prepared to categorize each community into the 
following four divisions; Red alert(Matrix), Orange alert, Yellow alert, 
Green(human-friendly) according to Civil Society's responses to 
their current situations.

Finally, the third part needs more work and it at least tried to specify action 
plans on the international basis.

1) Privacy protection Principles 

(i) Are the guidelines on the Protection of Privacy and Transborder Flows 
of Personal Data(1980, 'OECD guideline') and EU Directive 95/46/EC 
The Data Protection Directive(1995, '1995 EC Directive') sufficient to 
control the surveillance and to protect human rights, democracy and freedom 
in the information society?

(ii) If it is unsufficient, what shall be added or amended? 

(iii) What do you think about the necessity of upgraded or amended 
guidelines(post OECD guideline or post 1995 EC Directive)?
