[WSIS CS-Plenary] new non-paper from Samassekou

Hallo Ralf
Thanks for this "new brand" of a still "non paper" which is still only
available in its english version.
Isn't it paradoxal to for a french speaking president and former Minister of
Culture to submit his documents primarily -and almost only- in  english ?
Who could give me a rational answer ?
