following up on georg's suggestion..

We probably won't have time to do this for statements on the Declaration, 
but it would be very useful if people were thinking ahead to the action 
plan and could help with remote drafting of brief statements for plenary. 
Discussions on the Action Plan will start on wednesday.

I"ve cc'd this to the CT list where we can keep discussing..
