[WSIS CS-Plenary] Message to CS Bureau reps

dear all but particularly cs bureau reps

We have only 1 month before the proposed PrepCom IIIa meeting, November 
10-14. At this point, we have almost no information about the meeting 
(whether it will definitly happen or not), if it does happen, whether there 
would be any funds for Civil Society participation, and if it does, we have 
quite a lot of work to do in preparation.

Some cs people are in touch via various means with their delegations, and 
some information is flowing that way. It would seem that there is quite a 
bit of activity taking place, discussions of which documents would be 
worked on, whether a small drafting group will work between now and 
novemver, whether we might see another 'non paper', whether the meeting 
will focus only on the declaration, as opposed to both documents and the 
strategy for the summit.

** we urgently need to have information on proposed plans between now, and 
the meeting in November. Can someone on the bureau take responsibility for 
getting this information for us? **

I'd suggest that if we are unable to get information via official channels, 
that we start sharing information we have received via other means.
