[WSIS CS-Plenary] Discussion guidelines proposal

A million thanks to karen for all the effort.  I do translate for other lists, which makes it a bit of an extra work to volunteer on this list too.  Basically, I translate from French to English.  But if Karen's proposal is followed, I may spare some time to do English to French.

Mille mercis à Kaen pour tout son effort.  Je fais la traduction sur d'autres listes.  Il va me falloir un peu plus du temps pour en faire aussi sur cette liste.  Normallement, je traduis de Français en Anglais.  Mais si nous acceptons, comme Karen le suggère, d'envoyer les messages brefs, courts et droits au but, je pourrais trouver le temps pour les traduire.
