[WSIS CS-Plenary] Who is coming in November?

Dear all:

I'm planning to attend this event as well.  I'm not sure how to proceed 
with my visa application if the secretariat does not issue any invitation 
letter.  I guess I probably seek for some clarafication on this matter.
