CS participation & Re: [WSIS CS-Plenary] Who is coming in November?

Dear Friends,

1/I will attend PrepCom3A 

Much clarification and debate is now required. 

2/My understanding is that there should be some "high level
Negotiations" from 7 to 9 or  8-9 December 2003  held at the CICG.
Is there any confirmation about this ?
May and how the CS participate to those last minute and likely to
be crucial negotiations.?

3/ concerning speakers 
according to the rules ( my highlight )

and recent info there should be: 
 * One speaker at the Opening Ceremony
 * Four speakers (3 minutes) at the end of the First Plenary (Wednesday
Afternoon), Second Plenary (Thursday Morning ), Third Plenary (Thursday
afternoon): 12 speakers in total.
 * Reports of Summit Events: 5 to 7 speakers on Friday afternoon
 Is that right ?

4/ concerning round-tables
according to the rukes ( my highlight )

one may notice that each participant may be accompanied 
by an adviser.  Could there be some clarification about the
role and selection of this adviser ?

5/ Lastly concerning the
WSIS First-Phase Roundtable Participation Proposal Form 
it seems that the Civil Soc. Division is handling the requests.
How the CS "self-organizing mechanisms" come into play then ?

It seems that minimal previous participation to the WSIS process is a
requirement

Other ?
I think this does make sense, but this is going to eliminate
most "celebrity" speakers.
The CS should debate this issue, since this is going to influence each
working group in proposing for RT speakers.  There might be no need to
look for Nobel prize winners in the RT, if they are not going to be
agreed by the Civil Soc. Division because they did not participate to
previous PrepComs. 
May be, the intervention of such celebrities, should be more appropriate
as speakers in the plenary, where they could be "coached"
and their speeches could be prepared with help of the CS.     
This would be in line with the conclusions of a previous discussion
thread.

So to summarize :
 Celebrities for speaking slots ?
 Prepcom activists for the RT ?
