[WSIS CS-Plenary] Trial for re-arringing the non paper of Samassekou

Dear all,

In  a previous mail I suggested some re-arrangements of the articles.

The attachment I did some re-shuffling, the changes are in red.
However, I realize now that this is not enough.. One should first
work on a 'content' structure and then write texts around it.

But is perhaps too late, and the effort is considerable.
