*L'UIT lance une campagne mondiale de collecte de fonds pour le 
financement du SMSI 2005*

*Première contribution: le Japon verse près de 400 000 francs suisses.
Confirmation du détachement de personnel au Secrétariat exécutif.*

*Genève, 5 avril 2004* — Le Secrétaire général de l'Union internationale 
des télécommunications, M. Yoshio Utsumi, a lancé aujourd'hui une 
campagne mondiale de collecte de fonds 
<http://www.itu.int/wsis/funding/campaign.html> pour le financement des 
travaux préparatoires à la phase de Tunis du Sommet mondial sur la 
société de l'information (SMSI). Dans un appel lancé à la communauté 
internationale, il a exhorté toutes les parties prenantes à contribuer 
au succès de cette campagne pour le SMSI 2005 et du Sommet proprement 
dit, qui se tiendra à Tunis.

Cette campagne de collecte de fonds a pris un excellent départ, le 
Gouvernement du Japon, en l'occurence le Ministère de la gestion 
publique, des affaires intérieures, des postes et des télécommunications 
ayant annoncé qu'il contribuerait à hauteur de 386 300 francs suisses 
(JPY 33 401 000) au Fonds pour le SMSI. En outre, les Gouvernements du 
Japon, de l'Espagne, du Canada, de la Suisse et la République de Corée, 
ainsi que d'autres parties prenantes, dont l'UNESCO, KDDI Corporation et 
BHN Association (Japon), ont confirmé qu'ils détacheraient des 
spécialistes auprès du Secrétariat exécutif du SMSI.

M. Utsumi a remercié ces partenaires pour l'engagement sans faille dont 
ils font preuve envers le Sommet et a appelé les gouvernements et 
d'autres parties prenantes à répondre généreusement à l'appel de fonds. 
"Il est essentiel d'apporter un appui tant financier qu'en nature à la 
préparation de la phase de Tunis du Sommet, à la réduction de la 
fracture numérique et à l'édification d'une société de l'information 
vraiment inclusive", a t il déclaré.

"Le SMSI est entièrement tributaire des contributions volontaires 
versées à un fonds spécial créé par l'UIT", a indiqué M. Utsumi. Le coût 
estimatif de l'organisation de la phase de Tunis s'élève à quelque 15 
millions de francs suisses. Cette campagne vise à recueillir au moins 5 
millions de francs suisses en espèces pour alimenter le Fonds pour le 
SMSI, le complément devant être financé par un appui en nature fourni 
par divers partenaires.

La phase de Genève du Sommet a abouti à la conclusion d'un accord, au 
niveau mondial, relatif à une Déclaration de principes sur la société de 
l'information naissante et à un Plan d'action visant à mettre en oeuvre 
des mesures concrètes pour que cette société devienne réalité. Dans le 
plan de préparation de la phase de Tunis et des activités ultérieures, 
il est envisagé d'accélérer la mise en oeuvre des objectifs de 
développement énoncés dans la Déclaration du Millénaire des Nations 
Unies, qui tablent sur la généralisation de l'accès aux technologies de 
l'information et de la communication d'ici à 2015.

Call from Secretary-General Yoshio Utsumi

The Geneva Phase of the World Summit on the Information Society 
culminated with a landmark gathering of participants from all sectors, 
including nearly * 50 Heads of State/Government and Vice Presidents * as 
well as other representatives from * 176 countries, international 
organizations, civil society and business*. The Summit established the 
foundations of the Information Society by enunciating a shared vision in 
a Declaration of Principles

meet the global challenges of the new millennium along with a concrete 
Plan of Action 
<http://www.itu.int/wsis/documents/doc_multi.asp?lang=en&id=1160%7C0>. 
Significantly, government leaders and their multi-stakeholder partners 
gave an impetus to harnessing the tremendous potential of ICTs to help 
bridge the digital divide and achieve the UN Millennium Development 
Goals, which include forming partnerships to make ICTs accessible to all 
by 2015.

World leaders will once again congregate in Tunis in 2005 to review the 
progress made on the WSIS Action Plan and to formulate an Agenda for the 
future. We now face the immediate challenge of implementing the Plan of 
Action and organizing the Tunis phase of the Summit. * This requires 
contribution of effort and support from all concerned*.

The UN General Assembly Resolution 56/183 
<http://www.itu.int/wsis/docs/background/resolutions/56_183_unga_2002.pdf> 
(21 December 2001) that endorsed the holding of the World Summit on the 
Information Society did not provide a specific funding mechanism for 
WSIS. Instead, it invited the international community to make * 
voluntary contributions to a special trust fund* established by ITU to 
support the Summit.

The Geneva Phase of the Summit was made possible thanks to generous 
financial contributions 
<http://www.itu.int/wsis/funding/contributors1.html> by different 
governments (including several developing countries) and various 
international organizations. Additional in-kind support was also 
critical in putting together the organizational arrangements. It is 
estimated that the Tunis phase of the Summit * will cost approximately 
** CHF 15 million*

include elements of the process supported by the host country, Tunisia.

the expectation that the remainder can be supported through in-kind 
contributions from various partners.

would like to emphasize that the need is urgent, indeed vital, for the 
organization of the Tunis Summit and its successful outcome.
