The preparatory meeting for the Tunis phase will be held from 24 to 26
June 2004
The provisional Bureau of the WSIS Preparatory Committee (PrepCom)
decided, at its 31 March 2004 meeting, that the first preparatory
meeting for the Tunis phase is to be held in Hammamet (Tunisia) from
24 to 26 June 2004. The provisional Bureau confirmed that one of the
meeting's tasks will be to specify the structure and mechanisms for
the second phase of WSIS, as well as the expected outputs. All
information concerning the preparatory meeting will be published on
the official WSIS web site..

Deadline for accreditation: 12 May 2004
Non-governmental organizations and civil society and private-sector
entities who wish to participate in the preparatory meeting of June
2004 and who are not yet accredited to the PrepComs for the Geneva
phase (see lists of accredited entities), should submit the
accreditation request form to the Executive Secretariat by 12 May 2004
at the latest by fax (fax number 00 41 22 730 63 93) or by mail.
Requests submitted after the deadline can be considered only for the
next WSIS Preparatory Meeting.
Dates for registration of members of accredited organizations and
entities will be provided as soon as possible.

Informal preparatory meeting held in Tunis on 2 and 3 March 2004
The Tunisian Government, in coordination with ITU, invited the members
of the new intergovernmental
PrepCom Bureau, the civil society Bureau, HLSOC (High-Level Summit
Organizing Committee) and CCBI (Coordination Committee of Business
Interlocutors) to attend an informal preparatory meeting in Tunis on 2
and 3 March 2004 for the purpose of launching discussions on the
structure and mechanisms for the second phase of WSIS. Some 100 people
took up the invitation and participated in the informal discussions on
the
preparatory process for the Tunis phase.
In the course of the discussions, Tunisia stressed the importance of
continuity and cohesion between
the two phases of the Summit, as well as the need to be guided by the
principle of "digital
solidarity" with the objective of limiting the digital divide between
the countries of the North and
those of the South and of setting up an Action Plan extending, beyond
the Tunis phase in 2005, to the
year 2015. Tunisia proposed that the second phase of WSIS should be
placed under the theme "
Partnership for sustainable development based on solidarity". See the

Composition of the new WSIS PrepCom Bureau
The governments participating in WSIS have agreed on the composition
of the new Bureau of the
Preparatory Committee for the Tunis phase. The provisional Bureau
decided to raise the number of
countries per region to six. Further to this decision and to regional
consultations on the matter, the
five regions designated their representatives to serve in the new
provisional PrepCom Bureau for the
Tunis phase. In its new composition, the provisional WSIS PrepCom
Bureau met for the first time on 19 March 2004. The composition of the
PrepCom Bureau for the Tunis phase, as well as its chairmanship, will
be formally approved during the above mentioned preparatory meeting.

WSIS fundraising campaign launched
On 5 April 2004, the ITU Secretary-General launched a fundraising
campaign for WSIS 2005 to support
the preparatory process for the Tunis phase of the World Summit on the
Information Society. The
campaign marked its first success with a donation of CHF 386 300 from
the Government of Japan. Several
Member States and other players announced, moreover, that they would
be supporting WSIS by seconding
experts to the Executive Secretariat. Costs in respect of the
preparatory process for the Tunis phase
are expected to amount to CHF 15 million. The goal of this campaign is
to raise at least CHF 5
million, to be paid into the WSIS Special Fund, with the remaining
amount to be covered by in-kind
contributions from various partners. For more information, please

ITU Workshop on Internet Governance. Results
ITU has just published the detailed Report on the Workshop on Internet
governance organized on 26 and 27 February 2004 in Geneva, together
with the Report from President Shyamal Ghosh.
The Workshop organized by ITU was held as a follow-up to the first
phase of the World Summit on the
Information Society (Geneva, 10-12 December). The workshop highlighted
participants’ views that the
scope of governance activities should be articulated in a neutral and
systematic ways and should make
the difference between "hard" forms of governance, which involve laws,
regulations or standards, and
"soft" forms, such as cooperation and coordination. This approach
would make it possible to map big-
picture issues such as development of technology for equitable and
sustainable global development and
more narrow-focused issues such as the use of common resources and the
exchange of specific services
and products between nations. Other key components of governance
issues that were highlighted included
information and network security, protection of citizens’ rights and
consumer interests, support for
cultural and linguistic diversity, and measures to deal with spam.

ITU Working Group on WSIS. Results of the fifth meeting
The fifth meeting of the ITU Council WG-WSIS, open to all Member States
and Sector Members, took place
in Geneva on 25 February 2004, in order to discuss the output from the
Geneva Phase of the Summit, and
evaluate the possible role ITU could play in the implementation of the
Declaration and Action Plan,
and on the organization of the Tunis phase of the Summit.
Participants noted that in the WSIS Declaration of Principles (Para
64), ITU’s core competencies are
considered of crucial importance for building the Information Society,
and that some 8 of the 11 key
principles in the Declaration relate to the mandate of ITU and most of
them require that ITU play a
leading role in implementation
In order to prepare the final report to Council 2004, the sixth
meeting of the Council WG-WSIS will be
held at ITU Headquarters in Geneva from 7 to 8 June 2004.

ITU-D activities relating to WSIS
Given the major synergies that exist between the outputs of the Geneva
Summit and ITU's Istanbul
Action Plan, the Telecommunication Development Bureau (BDT) is in no
small way concerned with the
implementation of the WSIS Action Plan. See the List of BDT
activities planned for 2004.

Global Forum on Internet Governance
The UN ICT Task Force Global Forum on Internet Governance that was held
on 25 and 26 March 2004 at United Nations headquarters in New York
brought together leading players and stakeholders interested in
Internet
governance, including United Nations Member States, civil society, the
private sector and
intergovernmental organizations, including ITU. The Global Forum,
organized by the United Nations
Information and Communication Technologies Task Force, enabled the
United Nations Secretary-General to
lay emphasis on the need to create new, inclusive and
partnership-based models for Internet regulation
that would allow for the needs of all the peoples of the world to be

A Swiss diplomat appointed to head the Internet Governance secretariat
United Nations Secretary-General Kofi Annan appointed Swiss diplomat
Mr Markus Kummer to head the
Internet Governance secretariat. This secretariat is to be established
in Geneva at the Palais des
Nations with the task of assisting the Secretary-General in setting up
the Working Group on Internet
Governance. The establishment of the working group was decided by WSIS
in December 2003 in Geneva, the
participating governments having at that time requested the United
Nations to set up a working group
on Internet governance to study, during the run-up to the 2005 Summit
and within the framework of an
open and inclusive process, issues relating to Internet governance,
and to formulate proposals with
regard to the measures to be taken. See the corresponding United

• La Réunion préparatoire de la phase de Tunis aura lieu du 24 au 26
juin 2004
Le Bureau provisoire du Comité de préparation (PrepCom) du SMSI a
décidé, lors de sa séance du 31 mars 2004, que la première Réunion
préparatoire de la phase de Tunis se tiendra du 24 au 26 juin 2004 à
Hammamet en Tunisie. Le Bureau provisoire a confirmé que la réunion
devra discuter, entre autres, de la structure, des mécanismes et des
résultats à attendre de la deuxième phase du SMSI. Toutes les
informations concernant cette Réunion préparatoire seront publiées sur
le site web officiel du SMSI.

Dernier délai pour l’accréditation : 12 mai 2004
Les organisations non gouvernementales, les organismes de la société
civile et les entités du secteur privé qui souhaitent participer à la
Réunion préparatoire en juin 2004 et qui n’ont pas encore été
accrédités pendant la phase de Genève (voir listes des entités
accréditées) doivent remplir une demande d’accréditation et la faire
parvenir au Secrétariat exécutif, par fax au numéro 00 41 22 730 63 93,
ou par courrier, jusqu’au 12 mai 2004, au plus tard.
Les demandes soumises après cette date ne pourront être prises en
considération que pour la prochaine réunion préparatoire du SMSI. Les
dates pour l’inscription des membres d’organisations et d’entités
accréditées seront communiquées dès que possible.
•
Réunion informelle de préparation à Tunis du 2 au 3 mars 2004
Le gouvernement tunisien a invité, en coordination avec l’UIT, les
membres du nouveau Bureau intergouvernemental du PrepCom, du Bureau de
la Société Civile, du HLSOC (High Level Summit Organisation Committee)
et du CCBI (Coordination Committee of Business Interlocutors) à une
réunion préparatoire informelle à Tunis du 2 au 3 mars 2004 dans le but
de lancer les discussions sur la structure et les mécanismes de la
deuxième phase du SMSI. Près de 100 personnes ont répondu à
l’invitation et ont pris part aux discussions informelles sur le
processus préparatoire de la phase de Tunis du SMSI.
Lors de ces discussions, la Tunisie a mis l’accent sur la continuité
et la cohésion entre les deux phases du sommet ainsi que sur la
nécessité d’œuvrer dans le cadre du principe de la ''Solidarité
numérique'' avec l'objectif de limiter la fracture numérique entre les
pays du nord et du sud et de mettre en place un Plan d'Action allant
au-delà de la phase de Tunis en 2005 pour s'étendre jusqu'en 2015. La
Tunisie propose de mettre la deuxième phase du SMSI sous le thème ''Le
partenariat pour un développement solidaire et durable''. Pour plus

Constitution du nouveau Bureau du PrepCom du SMSI
Les Gouvernements participant au WSIS se sont mis d’accord sur la
composition du nouveau Bureau du Comité de préparation de la phase de
Tunis. Le Bureau provisoire a décidé de porter à six le nombre des pays
par région. Suite à cette décision et sur la base de consultations
régionales, les cinq régions ont désigné leurs représentants dans le
nouveau Bureau provisoire du PrepCom de la phase de Tunis. Dans sa
nouvelle composition, le Bureau provisoire du PrepCom du SMSI s’est
réuni pour la première fois le 19 mars 2004. La composition du Bureau
du PrepCom pour la phase de Tunis, y compris la Présidence, seront
approuvées formellement lors de la Réunion préparatoire susmentionné.
•
Lancement de la campagne de collecte de fonds pour le SMSI
Le 5 avril 2004, le Secrétaire général de l’UIT a lancé la campagne de
collecte de fonds pour le SMSI 2005 afin de soutenir le processus
préparatoire de la phase de Tunis du Sommet Mondial sur la Société de
l’Information. La campagne a pris un excellent départ avec la
contribution de CHF 386'300 du Gouvernement du Japon. Plusieurs Etats
membres et acteurs ont annoncé, en outre, qu’ils allaient soutenir le
SMSI en détachant des experts au Secrétariat exécutif. Les coûts pour
le processus préparatoire de la phase de Tunis sont estimés à CHF 15
millions. L’objectif de cette campagne est de réunir au moins CHF 5
millions qui seront versés dans le Fonds spécial du SMSI et de couvrir
le restant des coûts par des contributions en nature des différents

•
Résultats de l’Atelier sur la gouvernance de l’Internet de l’UIT
L’UIT vient de publier le rapport détaillé de l’Atelier sur la
gouvernance de l’Internet qu’elle a organisé les 26 et 27 février 2004
à Genève, ainsi que le rapport du Président M. Shyamal Ghosh.
L'atelier s'inscrivait dans le prolongement de la première phase du
Sommet Mondial sur la Société de l'Information tenu à Genève du 10 au
12 décembre 2003. Signalé par plusieurs orateurs, l’Atelier a souligné
que le caractère et la portée de la gouvernance devraient être exposés
de manière neutre, non-idéologique et systématique, et qu’une
différence entre une gouvernance "dure", qui fait intervenir la
législation, la réglementation ou la normalisation, et une gouvernance
plus "douce" qui implique coopération et coordination, devrait être
faite. Ces définitions seraient mises en correspondance avec des thèmes
plus généraux, tels que le progrès technologique au service du
développement durable et équitable, afin de faire porter plus
particulièrement les efforts sur des questions comme l'utilisation des
ressources communes et l'échange de services et produits spécifiques
d'un pays à l'autre. D’autres composantes clés de la gouvernance ont
été également mises en exergue comme la sécurité de l'information et
des réseaux, la protection des droits des citoyens et des intérêts des
consommateurs, l'appui à la diversité culturelle et linguistique et
les mesures visant à lutter contre le courrier électronique non

•
Cinquième réunion du Groupe de travail sur le SMSI du Conseil de l’UIT
La cinquième réunion du Groupe de travail sur le SMSI du Conseil de
l’UIT, ouvert à tous les Etats Membres et aux membres des secteurs, a
eu lieu à Genève le 25 février 2004. Le Groupe s’est réuni afin
d’évaluer les résultats de la phase de Genève du Sommet et discuter le
rôle potentiel de l’UIT dans la mise en œuvre de la Déclaration de
Principes et du Plan d’Action, ainsi que dans l’organisation de la
phase de Tunis.
Les participants ont souligné l’importance fondamentale que la
Déclaration de Principes accorde aux compétences de l’UIT dans
l’édification de la société de l’information (paragraphe 64). En outre,
parmi les onze principes clé énoncés dans la Déclaration, huit sont
liés au mandat de l’UIT, et impliquent que celle-ci joue un rôle
principal dans leur mise en oeuvre.
La sixième réunion du Groupe de Travail du Conseil sur le SMSI aura
lieu à l’UIT à Genève, les 7 et 8 juin, pour mettre au point le rapport
final qui sera présenté à la session du Conseil de 2004. Tous les

Activités de l’UIT-D en relation avec le SMSI
Etant donné les grandes synergies entre les résultats du Sommet de
Genève et le Plan d’Action d’Istanbul de l’UIT, le Bureau de
Développement des Télécommunications (BDT) est largement concerné par
la mise en œuvre du Plan d’Action du SMSI. Le BDT a dressé un tableau
donnant la liste des activités prévues en 2004.

Forum Mondial sur la Gouvernance de l’Internet
Le Forum mondial sur la Gouvernance de l’Internet qui a eu lieu du 25
au 26 mars au Siège des Nations Unies à New York a réuni les principaux
acteurs et parties intéressés par la gouvernance de l’Internet, y
compris les Etats Membres des Nations Unies, la société civile, le
secteur privé et les organisations intergouvernementales y compris
l’UIT. Ce Forum mondial, organisé par le Groupe d’étude des
technologies de l’information et des communications des Nations Unies,
a permis au Secrétaire général des Nations Unies de mettre l’accent sur
la nécessité de créer de nouveaux modèles inclusifs et partenariaux de
régulation de l’Internet afin de pouvoir prendre en considérations les
besoins de tous les peuples du monde. Pour plus d’informations veuillez

Diplomate suisse nommé à la tête du Secrétariat de la Gouvernance de
l’Internet
Le Secrétaire général des Nations Unies Kofi Annan a nommé le diplomate
suisse M. Markus Kummer à la tête du Secrétariat sur la Gouvernance de
l’Internet. Ce Secrétariat sera établi à Genève au Palais des Nations
et devra aider le Secrétaire général à mettre sur pied le Groupe de
travail sur la Gouvernance de l’Internet. La création de ce Groupe de
travail avait été décidée par le SMSI en décembre 2003 à Genève. Les
gouvernements participants avaient alors demandé aux Nations Unies de
mettre en place un Groupe de travail sur la Gouvernance de l’Internet
qui étudiera d’ici le Sommet en 2005, dans le cadre d’un processus
ouvert et inclusif, les questions liées à la gouvernance de l’Internet
et qui formulera des propositions concernant les mesures à prendre.
