PRIMER FORUM MUNDIAL DE LA INFORMACIÓN Y LA
COMUNICACIÓN
El Primer Foro Mundial de la Información y de la
Comunicación (FMIC) que tendrá lugar el 25 de enero,
se desarrolla en el espíritu de Porto Alegre, ya sea
por querer ser un espacio abierto, ya sea porque se va
a construir con los interesados presentes en el Foro
Social Mundial (FSM). Puede servir para que los miles
de periodistas que asisten al FSM puedan pasar un día
discutiendo con los otros interlocutores (sociedad
civil, sindicatos, investigadores), la situación de la
información y de la comunicación en el mundo.

WORLD REGULATORS TO FOCUS ON LICENSING RULES,
BROADBAND
When the ITU's 2004 Global Symposium for Regulators
(GSR) opens next week in Geneva, it will be chaired by
a U.S. regulator for the first time – FCC Comr.
Kathleen Abernathy. Abernathy told us Mon. she's
approaching the session with an open mind. The U.S.
has much to learn from the discussions, for example,
as it struggles with changes to the universal service
fund system, said Abernathy, who has attended 2 other
GSRs.

CALL FOR SIDE-/COUNTER-EVENTS AROUND TUNIS WSIS 
Activists from Indymedia Beirut, with support from
other Indymedias in Africa / Europe / Middle East,
have issued a call for participation in planning side-
or counter-events around the WSIS in Tunis. They have
been particularly inspired by the recent European
Forum on Communication Rights and may think about
something along those lines. They are currently
contacting other media groups in the region.

POSITION DOCUMENT DRAFT OF THE CIVIL SOCIETY
DISCUSSION GROUP ON THE ICT FINANCE MECHANISMS 
Regarding the challenges generated by the
extraordinary emergence of the ICT which affect all
activity sectors, the international Community decided
to convene a world summit. The United Nations
Organization entrusted the UIT to lead the process.
Its preparation innovated, in particular in two
fields: on the one hand organizing the summit in two
phases and two places, the first in Geneva by the end
of 2003, the second in Tunis by the end of 2005, on
the other hand, the implication in addition to States
and their intergovernmental organization
representatives, private operators and civil company,
associated all the stages of the process.

países en desarrollo. El gobierno de EEUU subsidió a
internet durante 20 años y ganó millones en dinero y
exportaciones más tarde por ello”.

GHANA TO HOST AFRICAN REGIONAL PREPARATORY CONFERENCE
OF WORLD SUMMIT ON INFORMATION SOCIETY 
 [Leopold L.L. Armah] Mr Ekwow Spio-Garbrah, Chief
Executive of the Commonwealth Telecommunications
Organisation (CTO), last Wednesday met in Accra with
the Secretariat of the African Regional Preparatory
Conference for the World Summit on the Information
Society (WSIS) to examine the preparations so far made
towards the hosting of the summit scheduled for Accra
in February next year.

CRIS CAMPAIGN AT THE ORBICOM CONFERENCE

conference on Media in Africa and the Arab World in

TORTURA EN CHILE
Un informe esclarecedor de temas que parecen historia
de otro mundo, un mundo de tortura que no debería
haber tenido lugar. Hoy este raconto de sucesos nos
sirven para reflexionar y tomar conciencia. El tema de
la tortura en Chile comenzó a abrirse paso hacia la
opinión pública incluso antes de la creación de los
medios opositores de la década de 1970. La tortura
nunca dejó de estar en el centro de las denuncias.
Pero sólo gracias a la información recabada por la
Comisión Valech se ha logrado calibrar el alcance
efectivo de la tortura en la vida de miles de
personas.

c2o, an APC member in Australia, has completely
redesigned the Australian ICT policy website following
huge interest in the region. The site now supports
multiple authors, has improved its readability and has
integrated XML news feeds. c2o/Toy Satellite will be
promoting the new Australasian ICT Rights Monitor
through APC.au, the organisation that founded c2o and
manages Toy Satellite's projects and reporting.
