Since it is going to be an ITU internal meeting, it will only be open to 
ITU members - not to civil society or WSIS participants in general. 
However, some members of this plenary and/or of the Internet Governance 
Caucus, including myself, have been invited personally as "individual 
experts" on Internet Governance matters (see the list at 
http://www.itu.int/osg/spu/forum/intgov04/experts.html).

The Caucus is presently discussing a letter to ITU, to ask them to 
consider how the Caucus and Plenary could be involved in WSIS-related ITU 
activities directly, as civil society representative groups in the WSIS 
process, rather than just by inviting some of their members as individuals.
