[WSIS CS-Plenary] Structure of WSIS Phase 2

Dear Ralf,
It seems that things are already in progress but on
the same scheme that during the first phase Geneva
2003.... A little place for the so call International
Civile Society leaded by Major English spoken
associations mainly from the North.
Let's continue on this way and we will meet in Tunis
the same result than december 2003.

Il semble que les choses évolue sur le même shema que
lors de la phase préparatoire du sommet de genève... 
Une toute petite place octroyée à la dite société
civile internationale menée par un club d'associations
maitrisant l'anglais et en provenance essentiellement
du Nord.
Continuons sur la même voie et ne nous étonnons pas
des maigres résultats que nous allons avoir à Tunis en
2005.
