Congratulations.
Thanks to Fondation du devenir and unfortunately not
to our so called CS representatives in Tunis, we are
better informed on discussions with Tunisian
Government on the Summit preparation.
I agree with the 3 first and general conditions :
- global scope and independence
- transparency in information flows
- efficiency in practical organisation
Concerning the fourth proposal,i thnik that Tunisia
who is not a rich country has not to support alone the
cost of CS participation. Wwe must plead and act for a
budget and mobilize resources from Un Organizations
and rich Governments and countries.
We must open the list and add conditions when we will
agree, especially with contributions from Tunisian SC
on other suitable conditions.
I would like to add some item requiring the solidarity
of international CS before begging Governments and UN
Agencies :
- support from International CS solidarity for opening
one or more free access to Internet and list and group
discussions and support for organization in each poor
country a national precom for Tunis Summit.
- mobilization and sensitizing rurale population, even
by rurale radios on the Tunis Summit challenges,
- Free and independant CS participation to meetings,
events and to the Summit and for that availability of
independant resources.
- use of non English languages (as French, Arabic,
Spanish, Portuguese, and so) so long as the Summit is
not the Summit of the only English speaking
populations.
The Tunis Government should be required to make
available Free visa to participants to the Summit
Events and the University permises to receive Sc
Participant coming from poor countries.

Décidement, mille félicitation pour cette information
précieuse venant de la Fondation du devenir et non de
nos soi disant représentants à Tunis, ils jouissent
d'une rente de situation et de pratiques peu
transparentes héritées de la phase préparatoire de
Genève)
Je suis d'accord avec les 3 premiers point des
conditions vagues et générale retenues :
- approche globale et independance ;
- transparence dans le flux d'informations ;
- efficience dans les pratiques d'organisation ;
le 4ème point me semble discutable pour imputer au
seul Gouvernement tunisien (pays pauvre) la charge de
la participation de la société civile.
Nous devrions ouvrir une liste sur les conditions
supplémentaires que nous pourrions convenir de
préférence avec la société civile tunisienne.
Je voudrai ajouter aussi quelques points qui relève
davantage d'un impératif de solidarité dans la société
civile mondiale SCMavant d'aller quémander aux
gouvernements, aux agences onusiennes et au secteur
privé.
- soutien de la SCM pour l'ouverture d'un accès ou
plus, gratuit dans les pays pauvres pour que les
jeunes, les femmes et les populations rurales puisse
être informées et impliquées des enjeux du Sommet et
appui à l'organisation dans chaque pays pauvre d'un
PRECOM national.
- sensibilisation et mobilisation même par les réseaux
de radios rurales communautaires des populations
rurales pour recuillir leurs préoccupations.
- participations libres et indépendante des sociétés
civiles aux réunions, manifestations et au Sommet de
Tunis.
- l'utilisation d'autres langues que l'Englais tant il
est vrai que le sommet n'est pas celui des seules
populations Anglophones.
Le Gouvernement tunisien devrait être à même de donner
gratuitement des visa d'entrée en Tunisie pour les
participants aux réunions et au Sommet ; il devrait
aussi rendre disponibles les installations des
étudiants pour loger les représentants de la société
civile provenant des pays pauvres.
