Dear Members of the Bureau,

Following our latest note to the CS Bureau, we are now in a position to
share some elements of information hereafter:

1. Strategy for WSIS Phase II

During the month of January, a number of discussions were held between
Mr. Utsumi and the Tunisian Minister of Communications on the expected
outputs for Phase II and the process through which to achieve them. The
ITU sees the Phase II as an implementation phase of the Geneva Plan of
Action and would like the Tunis Summit to review implementation, as well
as report on the two Working Groups to be established by Kofi Annan on
1) Internet governance and 2) Financial mechanisms. Kofi Annan has not
yet established the two Working Groups and we have no indication that
this will be done in the near future.

On 26-27 February, the ITU will organise an ITU meeting for its own
members on Internet governance. This will take place outside the WSIS
process. Invitations to non ITU members are at the discretion of the ITU.

The Tunisians for their part, envisage the output of the Summit as being
of a more political nature, in order to give good reasons to the Heads
of States to attend the Summit. They would like the process to focus on
Thematic Conferences and Regional Action Plans.

The overall strategy for Phase II, the steps to be taken, the
compatibility of ITU and Tunisian visions, all this is still very vague.

2. Inter-governmental Bureau

The ambassadors in Geneva are consulting to form the Inter-governmental
Bureau for Phase II. Some countries would like to remain in the Bureau,
others want to join. The overall number should not be modified. The
final composition and selection of a new chairperson could take place in
February/March.

3. Work plan: future meetings

Tunisia will organise a brainstorming session on 4-5 March in Hammamet
(Tunisia). They are considering inviting members of the two Bureaus and
representatives of business groups. The invitation, however, does not
include the travel costs of CS Bureau members.

The 1st Prepcom of Phase II will take place either at end of April
(Tunisia proposal) or beginning of July (ITU proposal). In both cases
the Prepcom would take place in Tunisia.

4. Involvement of civil society in Phase II

Our Civil Society Division team has had several meetings with the
Tunisian Ambassador in Geneva and, last week, with the Minister of
Communications and his team. We put forward that if the civil society is
to be adequately prepared for Phase II, some basic conditions should be
fulfilled. This includes:

- global scope and independence
- transparency in information flows
- efficiency in practical organisation
- human and financial means, including sufficient means to organise
meetings, participate in thematic conferences, Prepcoms and CS Bureau
meetings

The reaction of the Tunisian authorities was positive in theory.
However, they have taken no tangible steps, and have made no formal
commitment to fulfilling these conditions. Based on this, we feel that
it is in the interest of civil society that the basic requirements above
be met formally before concrete steps are taken to involve civil society
in Phase II.

Various very interesting initiatives have been planned by a number of
civil society groups. We would like to make sure that time and energy
dedicated to this process can bear concrete result within the WSIS Phase
II and in the interest of civil society at large.

We would be grateful if you could share your reactions and perspectives
on these issues. In the meantime, we will continue the dialogue with the
ITU and with the Tunisian authorities, and will keep you informed of any
significant developments that may arise.

Suite à notre dernière note au Bureau SC, nous sommes actuellement plus
à même de vous fournir quelques éléments dinformation ci-après:

5. Stratégie pour la Phase II du SMSI

Au mois de janvier, quelques discussions ont eu lien entre Utsumi et le
Ministre tunisien des communications, sur les résultats attendus de la
Phase II et sur les processus à travers lesquels y parvenir. LUIT
considère la Phase II comme la phase de mise en Suvre du Plan daction
de Genève, et souhaite que le Sommet de Tunis puisse passer en revue
cette mise en Suvre, ainsi que le travail des deux groupes de travail
établis par Kofi Annan sur 1) la gouvernance de lInternet et 2) les
mécanismes financiers. Pour linstant ces deux groupes nont pas encore
été mis en place et nous navons pas dindications sur les prochains
développements .

Les 26 et 27 février, lUIT organisera à lintention de ses membres, une
réunion sur la gouvernance de lInternet. Cette réunion se déroulera
hors du processus SMSI et linvitation de membres non-UIT reste à la
discrétion de lUIT.

Pour leur part, les tunisiens souhaitent que le Sommet de Tunis comporte
des résultats de nature plus politique, afin de donner de bonnes raisons
aux Chefs dEtat de participer au Sommet. Ils souhaitent également de
centrer le processus sur des Conférences thématiques et des Plans
daction régionaux.

La stratégie densemble pour la Phase II, les différentes étapes et la
compatibilité entre les visions de lUIT et la Tunisie, tout cela reste
encore très vague.

6. Bureau Inter-governmental

Les ambassadeurs présents à Genève sont en train de discuter de la
formation du Bureau Inter-gouvernemental pour la Phase II. Certains pays
souhaitent rester membres du Bureau, dautres désirent sy joindre. Le
nombre des membres devrait rester le même. La composition finale et la
sélection de dun nouveau Président devrait avoir lieu en février/mars.

7. Plan de travail: réunions futures

La Tunisie organisera une réunion de travail les 4 et 5 mars à Hammamet
(Tunisie). Il est prévu que les membres des deux Bureaux et des
représentants du secteur privé soient invités. Linvitation, toutefois,
ninclut pas les coûts des voyages des membres de la société civile.

Le premier Prepcom de la Phase II se tiendra soit à la fin avril 2004
(proposition tunisienne) ou au début juillet 2004 (proposition ITU).
Dans les deux cas, la Prepcom aurait lieu en Tunisie.

8. Participation de la société civile à la Phase II

Léquipe de la Division société civile a rencontré à plusieurs reprises
lAmbassadeur de la Tunisie à Genève, et la semaine passée, le Ministre
des Communications et son équipe. Nous avons avancé quune participation
adéquate de la société civile dans la Phase II repose sur un nombre de
conditions élémentaires. Celles-ci incluent.

- dimension internationale et indépendance
- transparence dans les flux dinformation
- organisation pratique et efficacité
- moyens humains et financiers, y compris des moyens suffisants pour
organiser des réunions, participer dans des conférences thématiques,
Prepcoms et réunions du Bureau CS

La réaction des autorités tunisiennes a été positive en théorie.
Toutefois, elles nont pas pris de dispositions tangibles, et ne sont
pas engagées pour répondre aux conditions ci-dessus. Sur cette base,
nous pensons quil est dans lintérêt de la société civile de demander
que ces conditions soient respectées avant dimpliquer concrètement la
société civile dans la Phase II.

Quelques initiatives très intéressantes ont été prévues par un nombre de
groupes de la société civile. Nous voulons nous assurer que le temps et
lénergie accordés au processus peuvent effectivement apporter des
résultats concrets dans la Phase II, dans lintérêt de lensemble de la
société civile.

Nous vous serions reconnaissants si vous pouviez nous faire part de vos
réactions sur ces questions. Dans lintervalle, nous continuerons le
dialogue avec lUIT et les autorités tunisiennes, et nous vous tiendrons
informés sur tout développement important qui se présenterait.
