[WSIS CS-Plenary] Statement - To be read at WSIS/ITU informal planning

I think it would be a good idea to read at statement from CS at the 
upcoming informal meeting in tunisia.

I do recognize this is the role of the C&T group - so please see the 
Wiki as a space where the work can happen. Do let me know who on the C&T 
group I should give admin access to - so that they can control the 
revision process and help formulate the text and get it translated 
(French?)
