Merci pour ce récapitilatif des signatures endossant la Déclaration de la
Société civile au Sommet de Genève. CSDPTT ne l'a pas signé pour les raisons
que nous avons indiquées à l'issue du PrepCom-3, et les critiques que nous
avons faites lors de la réunion  plénière de la Société civile du 10
décembre.
On peut remarquer que (seulement) 80 Organisations ont endossé ce document,
ce qui est peu par rapport aux plus de mille ONG annoncées officiellement
comme ayant participé au Sommet.
Je pense que cela devrait faire réfléchir les responsables de la SC et en
premier lieu le Bureau.
Mais ce triste bilan doit aussi réveiller notre groupe C&T sur ses silences
et ses omissions. Je rappelle que notre Déclaration se voulait alternative
pour se démarquer des deux documents officiels du Sommet : la Déclaration
des Principes et le Plan d'Action. En fait on ne distingue pas clairement ce
qui a motivé la SC sinon qu'une grande partie du contenu de sa Déclaration
est réservée à des points de vue plus corporatistes que sociétaux et plus
abstraits que réalistes. Le SMSI n'est pas une exclusivité d'Internet !
Enfin, notre Déclaration ne propose aucun objectif concret réalisable dans
le cadre du SMSI. Je rappelle simplement un de nos objectifs principaux,
clairement affiché dans nos contributions au Plan d'Action lors du PrepCom-3
: un accès au réseau de communication pour chaque village des PeD en 2005
soit à l'issue du SMSI. Il a disparu comme d'autres.
Le Groupe C&T devra se mettre sérieusement au travail sur des problèmes
concrets dans cette deuxième phase et plus particulièrement sur ceux qui se
posent aux citoyens et aux peuples des Pays en Développement. CSDPTT
apportera comme dans le passé sa collaboration mais sera extrêmement
exigeant sur la prise en compte de ses contributions.
Pour mémoire je rappelle que j'ai demandé la semaine dernière à Sally s'il
était souhaitable pour notre groupe que j'assiste à la réunion de jeudi
prochain à Genève compte tenu des points à l'ordre du jour. Je n'ai pas eu
de réponse.

Thanks for this compilation of the NGOs' endorsements of the CS Declaration
at the Geneva Summit. CSDPTT didn't sign it for the reasons we indicated at
the end of PrepCom-3 and following our critics we expressed during the
december 10th  CS plenary meeting.
It is remarkable that (only) 80 NGO endorsed "our" document, which is few in
comparison of more than a thousand CS organisations officially announced to
having attended the Geneva Summit.
I do believe that this result should give CS responsibles and at first the
CS Bureau something to think about.
But this dreadful outcome should also wake up our C&T group upon its
silences and omissions. I remind you that our Declaration ought to be
alternative as to distance itself from both the official Summit documents :
the Declaration of Principles and the Action Plan. In fact one doesn't
distinguish clearly what really were the CS' incentives except that a major
part of its Declaration is kept for opinions that are more corporatist than
societal and more abstract than realistic. WSIS isn't a monopoly for
Internet ! Finally our Declaration doen't suggest any concrete goal that
could be achieved in the WSIS framework. I just remind one of our main goals
declared in our contributions to the Action Plan during PrepCom-3 : an
access to the communication network for each village in DCs by 2005, i.e. at
the end of WSIS. As many others it has disappeared.
The C&T group must go seriously on its work for addressing these concrete
issues during the second phase and more specially  those concerning citizens
and peoples of DCs. As it did in the past CSDPTT will collaborate but will
be extremely strict about its contribution to be taken in account.
BTW I'd just remind that last week I asked Sally if it wuld be desirable for
our group that I attend the thursday meeting in Geneva for agenda reasons. I
didn't get any answer yet.
