Veni, and all,

First of all, some people who are already far more informed than others
asked me to go on posting information article on Tunisia like those
I've posted. They find them useful.
Secondly, I suggest doing simply nothing as for now. This Tunis meeting
is a closed meeting (a non closed meeting is a meeting where anyone can
participate, at the very least those who have participated for two
years in the WSIS process, and not a meeting by invitation only.
So, those who are invited and willing to go obviously will go, this is
their perfect right. But I consider that they don't represent the
others. Consequently, they don't have anything to say in the WSIS CS
name (let me add that it seems that they don't have anything to say,
anyway). They will just speak for themselves. They will listen to what
will be said, and, hopefully, some of them will report to us.
And be sure I would have said exactly the same thing if the meeting was
not convened in Tunis.
The fact that WSIS 2nd phase is in Tunis shouldn't hide the fact that
WSIS CS has to sort out its own business. If the first PrepCom is
scheduled for this spring, we don't have a lot of time remaining to do
that. This should be, in my opinion, our first and most important task.
Regarding the Tunisia issue per se, let's have the relevant people take
care of this as for now and let's see what happen.

D'abord, des personnes bien mieux informées que d'autres m'ont demandé
de continuer à poster de tels articles d'information sur la Tunisie.
Ils les trouvent utiles.
Ensuite, je suggère de ne rien faire pour l'instant. Cette réunion de
Tunis est une réunion close (une réunion ouverte est une réunion où
chacun peut participer, au moins ceux qui ont participé au processus du
SMSI depuis deux ans maintenant, et non une réunion réservée à ceux qui
sont invités.
Par suite, ceux qui ont été invités et qui souhaitent se rendre à cette
réunion iront, évidemment, et c'est leur droit le plus absolu. Mais je
considère qu'ils ne représentent qu'eux-mêmes. En conséquence, ils
n'ont rien à dire au nom de la SC du SMSI (ils semble d'ailleurs qu'ils
n'aient rien à dire de toutes façons). Ils parleront simplement en leur
nom. Ils écouteront ce qui sera dit et, espérons-le, certains d'entre
eux viendront nous en rendre compte.
Je tiens à vous assurer que j'aurais dit exactement la même chose si
cette réunion n'était pas prévue à Tunis.
Le fait que la seconde phase du SMSI est prévue à Tunis ne doit pas
cacher le fait que la SC du SMSI doit mettre de l'ordre dans ses
propres affaires. Si la première PrepCom est programmée pour ce
printemps, nous n'avons pas beaoucoup de temps pour ce faire. Ce
devrait être, à mon sens, notre première tâche et la plus importante.
Pour ce qui concerne la question particulière de la Tunisie, laissons
faire pour l'instant les personnes les plus à même d'y réfléchir et
voyons ce qu'il en advient.
