Hello CS folks
I'm always very cautious about "embedded CS members" in gouvernmental
delegations, because their independance is on stake which may just cost the
price of a couple of flight tickets. I know only very few of our colleagues
who beware of losing their liberty of action  ... and achieve to keep it !
There are a lot of people who are sceptical about this new breed of CS  who
therefore call them "Very Gouvernmental Organization" (VGO).  This reminds
me some lively (and very "oriented") discussions  with some of our african
CS colleagues during PrepCom -3a,b,c .. about the "digital solidarity fund"
! And the same destructive discussions happened about human rights in
Tunesia.
I fear that there is a risk of splitting our CS structure in the WSIS if a
significant number of "VGO" members are (only) active supporters of their
gouvernment within our working groups, and therefore would ask them to be as
transparent with the CS represented in WSIS as they want the WSIS process to
be.

Bonjour aux membres de la SC
Je suis toujours tres circonspect quant aux "membres embarques de la SC"
dans les delegations gouvernementales, car leur independance est en jeu et
elle coute juste le prix d'une paire de billets de vol. Je ne connais que de
tres rares de nos collegues qui se gardent de perdre leur liberte ... et
reussissent a la garder !
Beaucoup de personnes sont sceptiques par rapport a ce nouveau genre de SC,
et l'apellent pour cette raison "Organisation Tres Gouvernementale" (OTG). A
moi cela me rappelle quelques discussions animees (et tres "orientees) avec
quelques uns de nos collegues de la SC africaine a propos du "fonds de
solidarite numerique". Et les memes discussions destructrices ont eu lieu a
propos des droits de l'homme en Tunisie.
Je crains un risque d'eclatement de notre organisation de la SC au SMSIs si
un nombre significatif de membres d' "OTG" agissent (seulement) comme
mandants de leur gouvernement dans nos groupes de travail, et je leur
demande pour cette raison d'etre aussi transparents avec la SC qu'ils
souhaitent que le SMSI le soit.
