[WSIS CS-Plenary] upcoming ITU/WSIS thematic meeting on Spam July 7-9, Geneva

Hi,
it strikes me as remarkable that WSIS accredited NGOs are also invited 
to the meeting on spam: "The meeting is open to all UN Member States, 
International Organizations, ITU Sector members, WSIS accredited NGOs 
and civil society entities, and accredited business entities."

Some of you may remember how extraordinary difficult it was to 
participate in the ITU meeting on Internet Governance. You had to be 
acknowledged as an expert to get an invitation. Members of the Internet 
Governance caucus were not invited.
Now, is the ITU perhaps changing its rules?
