Jeanette,

The ITU is not changing its own rules.

My understanding was that the ITU meeting on internet governance was an 
internal organizational consultation involving its own sector members, 
and thus was governed by the ITU's own rules of procedure.  They could 
invite whoever they wanted to their own internal meeting.

In contrast, the Spam meeting is an official thematic meeting of the 
WSIS.  As such, the ITU is obliged to include all the actors who have 
been officially accredited for the WSIS process writ large, including 
civil society.  It will be interesting to see how the meetings are 
conducted.
