Hi,

Para 3.  I think it should be Plan of Action, not
Action Plan, and Para 4. as Izumi noted, quotes
should be from the Plan of Action  "open and
inclusive process [that ensures a mechanism for
the] full and active participation".  And perhaps
replace "participate at three stages" with
"participate in all aspects of the working group
process." (and remove first, second third from
the next paragraph.)
