Jenatte is right, my proposal is, given the timeframe, too complex, but I will elaborate on this and this could be implemented after WSIS II, when WGIG will become something like "institutionalized". I am sure, that the WGIG is only the beginning of a long term process which will lead to a new system of collaboration, coordination and consultation (C3) among existing and (where necessary) new institutions and WGIG could become something like a coordinator. Thatswhy we have to put WGIG into a context and have to develop a clear understanding what the context is. In my proposal the context is a. the open plenary/forum and b. a group of representative of stakeholders, nominatzed by the stakeholders themselves. And do not forget, that the MoU between the DoC and ICANN terminates in October 2006:-)

Hi, Milton,

Wolfgang has presented his ideas in Barcelona last month. Kummer has made
it clear in his diplomatic way that Wolfgang's ideas are certainly
interesting but too elaborate and complex considering the 7 month time
frame. It has been my understanding that Wolfgang didn't pursue his
proposal any further.

We've been trying this morning to agree on the basic structure of
statement that could be presented to the plenary should the civil society
plenary tonight agree. Should Izumi, Paul Wilson and I succeed to draft a
statement we will post on this list this afternoon and ask for comments.
