[WSIS CS-Plenary] Proposed electronic participation

A quick information just in English,
Few weeks ago, UNESCO organized an excellent
visioconference with participation from Paris, Africa,
Asia and South America through Worlspace and it was
very low coast and possibly followed by groups....
