Concerning the content, i can understand  without
being pleased that a National association from the
North or from the South give to her Président of
Republic an aware, as well as i understand without
pleasure that an International association take
sanction against one of its national member who take a
decision irrelevant regarding the rule of the
international association (the exclusion is never the
best solution).
In a context of difficult discussion on the legitimacy
of organizing the Summit in Tunis such an information
is usefull but how to deal with in such condition to
ameliorate the preparation et tenue conditions of the
Summit ?.

l'effort du texte en français.
Pour ce qui concerne le contenu du message je peux
comprendre sans plaisir qu'une association nationale
du Nord ou du Sud octroie à son président de la
République une récompense... comme je peux comprendre
sans plus de plaisir qu'une association internationale
sanctionne un membre une association nationales qui
déroge aux règles de fonctionnement de l'association
(l'exclusion n'étant rarement la bonne solution).
Dans le contexte délicat des débats sur la légitimité
de l'orgaisation du Sommet à Tunis comment traiter
pareille information pour qu'elle soit utile à
l'amélioration des conditions de préparation et de
tenue du Sommet ?
