Dear Members of the Bureau,
After a long silence, we are pleased to re-establish contact and provide
you with some elements of information on our position regarding
preparations for the Tunis Summit.
As you know, for the past six months, extensive discussions have been
undertaken with the organisations and officials in charge of the Tunis
Summit, to secure effective civil society involvement in the second
phase of the WSIS.
During this period, we have reaffirmed the basic requirements for a
meaningful civil society participation in the Tunis Summit. As for the
Geneva phase, we considered that the following conditions are a bare
minimum and should be guaranteed by the organisers:
- participation without restriction of all civil society entities
interested in the Tunis Summit;
- transparency in information flows between organisers and civil society
entities;
- human and financial means, including sufficient means to organise
meetings, participate in thematic conferences, Prepcoms and CS Bureau
meetings;
- efficiency in practical organisation;
- independence of the civil society Secretariat.
We regret to inform you that to date, no commitment on these conditions
notably on the financial support was made by the Tunis organisers.
Therefore, we decided to suspend our involvement in relation to the
Tunis Summit. Under these circumstances, the tripartite vision which had
prevailed during preparations for the Geneva Summit cannot be maintained
for the Tunis phase, or in any case, not at the level that had allowed
us to develop the 2001-2003 activity.
In terms of financial support for civil society participation, despite
the public announcement made by Tunisia on the establishment of a Civil
Society Fund, the Fund was never created and the Tunisian authorities
confirmed that they had no intention to contribute financially. Instead,
it was suggested that we should support alone the costs and fundraising
for civil society participation in the Tunis Summit, which is not feasible.
Nonetheless, we will remain involved in the negotiation process and
will actively participate to civil society events as part of the WSIS.
In this respect, our activity will focus in priority on local
authorities mobilisation, and particularly on the organisation of the
second World Summit of Local Authorities in the Information Society
which will be held in Bilbao, Spain, from 10 to 11 November 2005. The
Bilbao Summit will be open to contributions from all local actors,
including civil society and the private sector.
The Bilbao Summit receives full support from the newly founded world
organisation of local authorities: United Cities Local Governments. In
the Declaration of the Founding Congress (Paris, 5 May 2004), world
cities and regions committed to
contribute to the preparatory stages of
the second phase of the WSIS, notably through actively participating in
the second World Summit of Cities and Local Authorities on the
Information Society which will be held in Bilbao on 10-11 November 2005
.
The Bilbao Summit should have the following outcomes :
1. A short political Declaration (Bilbao 2005 Declaration);
2. An operational Plan of Action on the basis of themes which are of
particular interest to local authorities. The Plan of Action will serve
as blueprint to evaluate further local authorities involvement in the
implementation of the information society at the local level;
3. Public-private partnerships around the implementation of concrete
actions.
To reach these objectives, the Bilbao Summit will establish a number of
thematic working groups aimed at developing concrete proposals and
facilitating consensus among local authorities views world-wide. The
working groups will be comprised of the different actors interested in
bringing their input, including civil society and the private sector. On
the basis of the Lyon Declaration and Action Plan, the following themes
have been identified as main focus areas for the Bilbao Summit
preparations :
1. Citizens rights in the information society
2. Applications and services for improving citizens quality of life:
a. health
b. education and training
c. inclusion of the most vulnerable (disabled, indigenous people, etc.)
d. economy and commerce
e. environment and sustainable development
f. e-administration
g. media and e-information
3. Infrastructure and technological connectivity systems
4. E-governance
5. Free software
6. Legal and institutional aspects of local authorities competencies
7. Partnerships and project development
8. Financing of the information society
Cultural diversity and the issue of universal accessibility are two
cross-cutting aspects which are common to all above themes. Therefore,
they should be taken into consideration in a systematic manner in each
working group, as well as highlighted in the Summit outcomes.
Preparatory meetings of the above thematic working groups will be
organised in Bilbao, Shanghai, Durban, Dakar, Curitiba, and in other
candidate cities such as Rome, Torino, Nouakchott, and in the State of
Kerala (India), Canada, Morocco, Poland, etc. Preparatory meetings
venues and their themes will be selected in such a way as to cover the
totality of the Summit topics. In addition, all other conferences and
meetings which results could contribute to the Summit outcomes should be
duly taken into consideration.
In view of upcoming preparations for the Bilbao Summit, we invite all
civil society groups involved in the development of the information
society at the local level to actively participate to the above thematic
working groups and bring their contributions to the Summit outcomes. Of
course, we remain at your disposal to discuss initiatives coming from
the various civil society families world-wide.
Finally, we hope that the experience of the Civil Society Bureau could
enrich preparations for the Bilbao Summit, and we will keep you duly
informed on the next steps.

Après un long silence, nous sommes heureux de reprendre contact avec
vous, et vous apporter quelques éléments dinformation sur notre
position concernant la préparation du Sommet de Tunis.
Comme vous le savez, au cours des six derniers mois, nous avons
intensifié les discussions avec les organisations et les responsables du
Sommet de Tunis, afin dobtenir des garanties pour la participation de
la société civile dans la deuxième phase du SMSI.
Pendant cette période, nous avons réaffirmé les exigences dune
participation effective de la société civile au Sommet de Tunis. Comme
cela a été le cas pour la phase de Genève, nous considérons que les
conditions suivantes constituent un strict minimum et doivent être
garanties par les organisateurs:
- participation sans restriction de toutes les entités de la société
civile intéressées dans le Sommet de Tunis ;
- transparence dans les flux dinformations entre organisateurs et
entités de la société civile ;
- moyens financiers et humains, y inclus des moyens pour organiser des
réunions, participer à des conférences thématiques, Prepcoms et réunions
du Bureau SC ;
- efficacité dans lorganisation pratique ;
- indépendance du Secrétariat de la société civile.
Nous regrettons de vous informer quà ce jour, aucun engagement sur ces
conditions notamment en ce qui concerne lappui financier na été
pris par les organisateurs de Tunis. Par conséquent, nous avons décidé
dinterrompre notre collaboration en vue du Sommet de Tunis. En effet,
la vision tripartite qui avait prévalu au cours des préparations pour
Genève ne peut être maintenue à Tunis, ou, dans tous les cas, pas au
niveau qui avait permis de développer nos activités pour la période
2001-2003.
En termes de soutien financier pour la participation de la société
civile, en dépit de lannonce publique faite par la Tunisie sur la mise
en place dun Fonds Société Civile, le Fonds na jamais été créé et les
autorités tunisiennes ont confirmé quelles navaient aucune intention
de contribuer financièrement. Elles nous ont suggéré de nous charger des
coûts, et dassumer seuls la recherche de fonds pour la participation de
la société civile au Sommet de Tunis, ce qui nest pas acceptable.
Nous restons cependant impliqués dans le processus de négociation et
comptons participer activement aux événements de la société civile dans
le cadre du SMSI. Plus particulièrement, notre activité se concentrera
sur lorganisation du deuxième Sommet Mondial des Villes et des
Autorités Locales sur la Société de lInformation, qui se tiendra à
Bilbao, Espagne, du 10 au 11 novembre 2005. Le Sommet de Bilbao sera
ouvert aux contributions de tous les acteurs locaux, y compris de la
société civile et du secteur privé.
Le Sommet de Bilbao a reçu le plein soutien de la nouvelle organisation
mondiale des autorités locales : Cités et Gouvernements Locaux Unis.
Dans la Déclaration finale de son Congrès Fondateur (Paris, 5 mai 2005),
les villes et les régions du monde se sont engagées à « contribuer aux
étapes préparatoires de la deuxième phase du Sommet Mondial sur la
Société de lInformation (Tunis, 2005), notamment en participant
activement au deuxième Sommet des Villes et des Autorités Locales sur la
Société de lInformation qui sera organisé à Bilbao du 10 au 11 novembre
2005 ».
Le Sommet de Bilbao devra aboutir aux résultats suivants :
1. Une courte Déclaration politique (Déclaration de Bilbao 2005);
2. Un Plan d'Action opérationnel sur les thèmes qui intéressent en
particulier les collectivités. Le Plan dAction servira de « feuille de
route » pour évaluer par la suite comment les collectivités locales se
situent dans la mise en oeuvre de la société de linformation au niveau
local ;
3. Des partenariats publics-privés autour la mise en oeuvre d'actions
concrètes.
Pour atteindre ces objectifs, des groupes de travail thématiques seront
créés. Ils s'emploieront à développer des propositions et un consensus
entre collectivités locales au niveau mondial. Les groupes seront formés
de l'ensemble des acteurs intéressés à apporter leurs contributions, y
compris la société civile et le secteur privé. Sur la base du de la
Déclaration et du Plan dAction de Lyon, les thèmes suivants doivent
guider la préparation du Sommet de Bilbao:
1. Les droits de la personne et du citoyen dans la société de l'information
2. Les applications pour la qualité de vie :
a. santé
b. éducation et la formation
c. inclusion des plus vulnérables (handicapés, populations autochtones,
etc.)
d. économie et le commerce
e. environnement et le développement durable
f. e-administration
g. médias et la e-information
3. Les infrastructures et les systèmes technologiques de connectivité
4. La e-gouvernance
5. Les logiciels libres
6. Les aspects juridiques et institutionnels des compétences des
collectivités locales
7. Les partenariats et le développement de projets
8. Le financement de la société de l'information
La diversité culturelle et la question de l'accessibilité universelle
sont deux aspects transversaux communs à tous les thèmes. Aussi,
devront-ils être pris en compte systématiquement dans tous les groupes
de travail, ainsi que mis en exergue dans les résultats du Sommet.
Des réunions préparatoires des groupes de travail ci-dessus seront
organisées à Bilbao, Shanghai, Durban, Dakar, Curitiba, et dans dautres
villes candidates telles que Rome, Turin, Nouakchott, ainsi que dans
lEtat du Kerala (Inde), au Canada, Maroc, Pologne etc. Le lieu et les
thématiques des réunions préparatoires seront sélectionnés de manière à
couvrir l'ensemble des sujets du Sommet. Par ailleurs, les résultats de
toutes les autres conférences et réunions pouvant alimenter la
préparation de Bilbao seront pris en considération.
En vue de la prochaine préparation du Sommet de Bilbao, nous invitons
tous les groupes de la société civile impliqués dans le développement de
la société de linformation au niveau local à participer activement aux
groupes de travail sus-mentionnés, et à apporter leurs contributions aux
résultats du Sommet. Bien sûr, nous restons à votre disposition pour
discuter des initiatives venant des différentes familles de la société
civile au niveau mondial.
Finalement, nous espérons que lexpérience du Bureau de la Société
Civile pourra enrichir la préparation du Sommet de Bilbao, et nous vous
tiendrons dûment informés des étapes suivantes.
