[WSIS CS-Plenary] Proposal for formation of CS Working Methods Working Group

Dear Rik,
thousand thanks for your message proposing a CS-WMWG.
Some colleagues can think one working group more for
what aim ? many working groups even those supported
officially by official institutions are surviving and
will become dynamic for a short time and for a special
non trasparent missions.
Let me congratulate this initiative and your message
in 3 languages, i appreciate it and hope that the
proposed CS-WMWG will continue to operate with 3, 4 or
5 UN Langages. It is possible and it is productive.
Let me also congratulate the dynamism of German Civile
Society who is giving a good example to other European
and non European countries.
Concerning the content of the CS-WMWG, i propose as
contribution to the debate :
1... to involve one representative of each CS caucus,
regional and or thematic existing groups. the mandate
of such a representative will be to connect
discussions between this new group and the others ;
2... to ensure the regional and languages real
representative among animators of the CS-WMWG ;
3... to find the solution to have all discussions from
the starting point in at least 3 languages ;
4... to mobilize resources for organizing 2 or 3
working meeting from now to the Tunis Summit with term
of reference of these meeting defining in advance
conditions to participate, including for those who in
Africa cannot participate by their own.

Félicitations pour ce message, pour la proposition de
création d'un nouveau groupe de travail pour
harmoniser les methodes éparses de la société civile
et félicitation au dynamisme de la société civile
allemande, une leçon pour beaucoup d'autres pays.
Mes contribution à ce débat porte sur :
1... impliquer un représentant de chaque groupe
thématique ou régional de la société civile impliqués
dans la préparation du SMSI pour servir de lien entre
le nouveau groupe et les anciens ;
2...assurer dès le départ la repésentativité régionale
et des langues dans la sélection de la direction du
nouveau groupe ;
3... trouver la solution technique et financière pour
que les débats se fassent dès le départ et
systématiquement dans au moins 3 langues autres que
l'anglais 
4... mobiliser des ressources pour e financement d'au
moins 3 rencontres de travail d'ici le sommet de
Tunis, avec des termes de références précisant à
l'avance les objectifs et conditions de participation.
