Dear Colleagues,
Those of us who have gathered in Berlin from 18-20 November for the UN
ICT Task Force meeting have re-initiated the important discussion on
the processes and procedures of civil society involved in the WSIS. In
order for civil society to meet the many challenges of the 2nd phase of
the WSIS, and with a view toward creating structures that would last
beyond WSIS, it is important that we we work together as effectively
and democratically as possible.
Specifically, our discussions in Berlin have raised a number of
difficult questions about how civil society operates in this process,
including:
* How did civil society operate in the first phase of the Summit? What
worked and what could have been improved?
* Are there some operational optional standards of transparency and
legitimacy that all civil society caucuses and working groups should
adhere to?
* what would be possible best working methods? What are some options
for a voluntary "charter" for caucuses to adopt for their internal
workings?
* How does civil society choose from its diversity speakers and
representatives for particular meetings, i.e. WSIS plenary sessions,
multi-stakeholder processes, press briefings, etc. ?
To begin to address these pressing process and procedural questions, we
propose the formation of a “Working Methods Working Group.” We invite
others to join with us as we grapple with these challenges, with the
specific goal of strengthening and clarifying our CS working methods at
Prepcom II and beyond. We see this group as working in parallel with
the reform process also going on within the CS Bureau.
The goal of the working group would be to come up with a list or a
"blueprint" or "tool-kit" of some options of working methods for CS
working groups and caucuses to adopt on a voluntary basis some kind of
a "charter" for their respective internal procedures and working
methods. A rough draft of such a document would be prepared in
December 2004 for consideration by caucuses and working groups well in
advance of the February 2005 Prepcom.
We are impressed with the diverse and innovative ways that civil
society has worked together in different policy-making fora, from our
practices in the different ICT governing bodies, to the various civil
society structures developed for the UN world conferences, to the ways
civil society has operated in the UN Commissions on Sustainable
Development, the Status of Women, Human Rights and others. We do not
have to re-invent the wheel – indeed many wheels of various shapes and
sizes already work well and should be examined.
We hope to benefit from the experiences and best practices of the
different CS caucuses and working groups in the WSIS. If you are are
interested in participating in this working group, please send an email

an email listserv to facilitate our work shortly. Rik Panganiban of
CONGO and Ramin Kaweh of NGLS (the Non-Governmental Liaison Service)
have offered their services as the initial co-facilitators of the
Working Methods Working Group.

Queridos Compañeros,
Nosotros que han recolectado en Berlín desde el 18-20 noviembre para la

de funcionamiento." Invitamos a otros que ensamblen con nosotros

consolidar y de clarificar nuestros métodos de funcionamiento del CS en
Prepcom II y más allá. Vemos a este grupo como trabajando en paralelo

respectivos. Un bosquejo áspero de tal documento sería preparado en
diciembre de 2004 para la consideración por los caucuses y los grupos
de funcionamiento bien por adelantado del febrero 2005 de Prepcom.
Nos impresionan con las maneras innovadoras que la sociedad civil ha
trabajado juntas en diversos foros de la fabricación de política, de
nuestras prácticas en los diversos cuerpos que gobernaban de ICT, a las
varias estructuras civiles de la sociedad desarrolladas para las
conferencias del mundo de la O.N.U, a la sociedad civil de las maneras
han funcionado en las Comisiones de la O.N.U en el desarrollo
sostenible, el estado de mujeres, los derechos humanos y otros. No
tenemos que reinventar la rueda - de hecho muchas ruedas de varios
formas y tamaños funcionan ya bien y deben ser examinadas.

Chers Coleges,

Pour commencer à adresser ces derniers qui serrent des questions de
processus et procédurales, nous proposons la formation "d'un groupe de
travail de méthodes de travail." Nous invitons d'autres pour se
joindre à nous pendant que nous nous attaquons à ces défis, avec le but
spécifique de renforcer et de clarifier nos méthodes de travail de CS
chez Prepcom II et là-bas. Nous voyons ce groupe comme travaillant
parallèlement au processus de réforme continuant également au sein du
bureau de CS.

Nous sommes impressionnés de les chemins innovateurs que la société
civile a travaillés ensemble dans différents forum de prise de décision
politique, de nos pratiques dans les différents corps régissants de
TCI, aux diverses structures civiles de société développées pour les
conférences du monde de l'Onu, à la société civile de manières a
fonctionné dans les Commissions de l'Onu sur le développement
soutenable, le statut des femmes, des droits de l'homme et d'autres.
Nous ne devons pas réinventer la roue - en effet beaucoup de roues de
diverses formes et tailles fonctionnent déjà bien et devraient être
examinées.
Nous espérons tirer bénéfice des expériences et des meilleures
pratiques des différents caucuses de CS et groupes de travail dans le
WSIS. Si vous êtes intéressé à participer à ce groupe de travail,
